Starting in 1996 when local authorities were being reorganised and unitary authorities were created we have gained a lot of experience and brought about significant improvements to Scottish education.

The Scottish approach of combining internal self-evaluation with external inspection has been acclaimed internationally and we have visitors from many parts of the world who have been interested in our approach.

This version of HGIOS updates the earlier 2002 edition and takes account of the many changes which have taken place. The key improvements have been chronicled in Improving Scottish Education.

Scotland falls under the jusridction of the UK Government.

But since 1999 we have re-established our own parliament. Some functions are totally devolved to the Scottish parliament one of these is education.

But we also divide Scotland up into 32 geographic areas. Each are has its own local council. In contrast to the Czech Republic each local council employs education specialists specifically to support education in their area. First, important to say that our approach has evolved over many years, particularly so over the last 15-20 years. You can look at Q Improvement approaches in terms of a number of different variables here are three - Approaches can weight the scales to one side or the otherFirst dimension we moved early from a system based on mainly on external pressure (HMI exist for over 150 years) but very occasional from any individual schools point of view moved to a situation in which increased external pressure in variety of ways publishing inspection reports performance data etc reached more of a balance with internal pressure, through self-evaluation an early commitment will come back to that In terms of support vs challenge, I think we have gone through a period in which the amount of challenge for schools was dramatically increased and it remains high, but now again there is a strengthening emphasis on support for improvement particularly evident in the inspection system will show how this works lastly the Scottish system has, I think majored more on a quality improvement approach rather than one which focuses solely on control flexibility built in and schools evaluated on a scale rather than tick box approach HMI aim to be catalysts for improvement rather than regulators for compliance

17All of our frameworks have the same structure they are divided into impact, process and leadership sections.

All of these documents use a similar numbering system.Key outcomes are 1.0; impact on stakeholders are 2, 3 and 4; key processes are 5; management is 6, 7 and 8 and leadership is 9.

Currently a framework is being developed for the evaluation of Further Education using the same structure

Building on an establishments self-evaluationtworzenie i umacnianie samoocenyOne of the main purposes of inspection is to help staff to bring about further improvement to the learning experiences and achievements of children and young people. Inspection will build on the establishment self-evaluation to effect further improvement. The starting point of an establishments inspection is its self-evaluation. Inspection teams will discuss with the school or pre-school centre the establishments strengths and areas it has identified for improvement. 21Self-evaluation

Self-evaluation will draw upon the evidence which the school or centre has already built up through its own provision. Self-evaluation will take account of the nature of the school, its pupil population and its context.Evidence can be collected from a variety of sources, such as questionnaire analyses and attainment data/information on childrens progress; from interviews and discussions with learners, staff, parents and other stakeholders; and crucially by observing learning and teaching.

We need to take more account of the maturity of Scottish schools and place their self-evaluation at the centre of inspection. but the context has changed dramatically with the rise of self-evaluation and better external accountability through performance data

So some might ask why do you need an inspectorate? Are they not now redundant

On the contrary, I would argue that the inspectorate have played an absolutely vital role in getting the Quality Improvement framework in Scotland to where it is today and they continue to play a vital role in ensuring its development and effectiveness in the future.

on this slide I have outline half a dozen key benefits which the work of the inspectorate brings.

Inspection is both a catalyst and a driver for improvement in the quality improvement system in Scotland without it is very unclear whether the framework could surviveFurthermore, and not insignificantly, the very presence of inspection strongly incentivises the practice of good self-evaluation in schools. Schools know inspectors focus strongly on self-evaluation
