PURPOSE

The Gifted and Talented (GT) test administration is

used to identify students who may qualify for GT

services.

The Assessments Used Are:

– Cognitive Abilities Test (CogAT 8)

– Iowa Assessments / Logramos

Assessments (Spanish version)

TEST SECURITY

Secure test materials may not be duplicated. Schools must submit the original answer

documents for scoring, and no portion of any test booklet or manual may be duplicated at

any time.

No person should view the contents of the test booklets or answer documents before,

during, or after test administration unless specifically instructed to do so by the procedures

outlined in the test manuals or by the Student Assessment Department.

Directions for Administration (DFA) for Grades 3 and above are not secured. Directions

for K-2 are secured.

TEST SECURITY – TEST ADMINISTRATORS

Must strictly adhere to all time limits unless otherwise instructed by the Student Assessment Department.

May not answer verbally or nonverbally any questions that relate to the content of the test before, during, or after test administration.

May not review the student responses during or after testing without specific permission to transcribe the contents of an original answer document.

May not change any response or instruct a student to do so.

REPORTING VIOLATIONS

• It is the direct responsibility of each

person participating in the test

program to immediately report any

materials lost, violations, or suspected

violations of test security or

confidential integrity.

• It is the direct responsibility of the

campus testing coordinator or

principal to notify the HISD Student

Assessment Department at (713)

349-7460 when violations occur.

REPORTING VIOLATIONS

HISD Student Assessment Department will

advise the school as to whether an

incident report is required. If required, the

incident report must include at least the

following information:

➢ Signed statements from all persons

involved in alleged violation

➢ Steps taken to correct the situation

➢ Any other pertinent documentation

REPORTING VIOLATIONS

• Persons who violate, assist in the

violation of, or solicit another to violate

or assist in the violation of test security

or confidential integrity and anyone who

fails to report such a violation will be

investigated by the district.

• If evidence of misconduct is found,

appropriate penalties will be

administered.

• Irregularities in test security or

confidential integrity may result in the

invalidation of student results.

COGNITIVE ABILITIES TEST (COGAT FORM 8) BATTERY AND SUBTEST

The Nonverbal Battery is comprised of

three subtests:

1. Figure Matrices: Subtest contains

three figures in an analogy (A→B:

C→⟨) that the student must

complete.

2. Paper Folding: Requires the

examinee to determine how a

folded, hole-punched paper will

appear when unfolded.

3. Figure Classification: Presents

three figures in the stem, and the

examinee is required to determine a

fourth figure that belongs to the set.

Items were designed to be a culture-fair measure of academic ability across gender, race, and ethnicity.

Cognitive Abilities Test™ (CogAT) is a short, nonverbal instrument measuring reasoning and problem-solving skills rather than verbal ability.

1. Grades 3-12 (Levels 9-17/18) – it is essential to keep time accurate

during testing sessions. Make a note of the exact time you start and

stop each test. Adhere to these times so that the scores will be

meaningful when compared with scores of other students and

groups. Start and Stop times should be recorded on Seating Charts.

2. All students with documented needs in grades K-12 (Levels 5/6-

17/18) may receive the additional time noted in their documentation

(example ARD, LPAC, 504, etc.). Additional documented time must

be offered in a single sitting.

COGAT NONVERBAL ONLINE ADMINISTRATION MATERIALS NEEDED

The following materials are needed for Levels 7 – 17/18 for online administration:

➢ Directions for Online Administration – Available for download through DataManager Digital Resources

➢ Student Login Information – Student login information consists of the HISD student ID number with three leading zeros

➢ Session Code – The session code corresponds to the testing session you are administering. You can find the session code on the DataManager Manage tab in the Created Sessions area

➢ Spare computers and headsets – Verify that one or two spare computers are available to replace a computer that is not working properly

➢ Testing “Do Not Disturb” sign

CONSIDERATIONS: AUDIO LED ASSESSMENT

All CogAT subtests are audio led. HISD

recommends using the Audio English or

Audio Spanish track. Students will hear

directions and sample questions

through individual headsets.

IOWA/LOGRAMOSGENERAL INFORMATION

The IOWA/Logramos test administration is used to identify students who may qualify for GT services.

The assessment used for students who are instructed in English is IOWA.

The assessment used for students who are instructed in Spanish is Logramos.

IOWA/LOGRAMOS TEST TIMES

1. Grades 1-2 are working times. Extra time may be allowed without formal documentation.

2. Please allow an additional time before administering each subtest to work through practice items and answer any questions. For pencil and paper administrations, provide an additional five to seven minutes per testing session to distribute and collect materials.

3. Grades 3–12 (levels 9–17/18), it is essential to keep time accurately during testing sessions. Make a note of the exact time you start and stop each test. Adhere to these times so that the scores will be meaningful when compared with scores of other students and groups.

EXEMPTIONS

• Students with significant cognitive disabilities who are receiving services through Special Education Services may be exempted by ARD/IEP committee. Contact your Special Education Manager for additional information at 713-556-7025.

• Allow exemptions from IOWA/Logramos for first year recent immigrants students. The LPAC should be involved with this decision. Contact the Multilingual Department at 713-556-6961 for additional information.

SPECIAL EDUCATION EXEMPTIONS

• All students in Kindergarten and grade 5 must be tested on grade

level with the Iowa Assessments or Logramos 3. Students with severe

cognitive disabilities who are receiving services through Special

Education may be exempted by the ARD/IEP committee. Contact your

Special Education Senior Manager for additional information.

• Students designated to take the STAAR-Alternate assessment will not

take the Iowa Assessments or Logramos 3.

ENGLISH LEARNER (EL) EXEMPTIONS• EL students enrolled in their first year in U.S. schools participating in an

English language instructional setting may be exempted from the Iowa

NRT.

• EL students enrolled in their first year in U.S. schools participating in a

Spanish language instructional setting may be exempted from the

Logramos 3 NRT if the LPAC determines that the student has Significantly

Interrupted Formal Education (SIFE).

• EL/Special Education students who are dually served in both programs

and who are receiving services for cognitive disabilities through Special

Education may be exempted by the ARD/IEP committee.

• EL/Special Education students who are dually served in both programs

and designated to take the STAAR-Alternate assessment will not take the

Iowa Assessments or Logramos 3.

Note: Parents may request in writing that their Kindergarten or grade 5 child not

be tested. The written request should be placed in the child’s permanent folder.40

CALCULATOR POLICY

• Calculators are permitted for the eighth grade Mathematics

subtest. However, they are not allowed for the Computation subtest.

• HISD does not permit any other grade level to use a calculator, unless

it is documented as an accommodation.

• Calculators are prohibited on the Mathematics Computation subtest.

APPLICATION PROCESS

• The Gifted and Talented Department is responsible for receiving

student applications for GT.

• The GT Department and Office of School Choice are integrating the

applicants into the Data Manager system.

• Please contact the GT Department if a student you are

attempting to test does not exist in the Data Manager

system. The Student Assessment Department will no longer

add students to the Data Manager system.

• All students are required to have an HISD ID# in order to test (paper

or online).

PRACTICE TESTINGPrepare students for taking the test

• Practice tests can be purchased by campuses by completing the form found in Appendix B of the Test Coordinators Manual (TCM). The forms are sent directly to Riverside.

• Practice tests should be given one to two weeks prior to the actual test administration.

• Practice tests will familiarize students with types of questions and the procedures for gridding answers.

• All practice tests and practice DFAs can be kept or discarded at the campus.

PREPARE TESTING ROOMS FOR ONLINE TESTING

• Your campus’s IT department is typically responsible for setting up the

testing environment.

• If necessary, reserve the online testing room(s) per the testing

schedule. Allow adequate time for your campus to prepare online

testing rooms so technical issues can be resolved well before testing

begins. An Online Testing Guide is posted under the Support

Resources Technology + Task Cards link at:

The Principal and CTC/GTC will determine the testing order to follow during the testing window and make-up sessions.

The number of items and time limits for each subtest appear in the Directions for Administration (DFAs).

• Make sure every administrator is aware of and follows the test schedule.

• Administer all subject area subtests before proceeding to the next subject ( i.e. complete math testing before starting reading).

• Refer to Handout located in the TCM and Sample schedules located on the Summative Assessment Website

SCHEDULING

• Avoid over-testing on a single day and provide breaks between tests as recommended.

• Schedule make-ups as needed.

• All make-ups must be done within the testing window.

• For both IOWA/Logramos, administer the total reading and total math subtests in the test booklet.

KINDERGARTEN TESTING TIMES

• Kindergarten administration times are working times. If a student needs additional time, examiners may allow up to but no more than 30 minutes total, in 10 minute increments, over the “Working Time” for each subtest.Allow enough time, so most students can finish each test.

• All students with documented needs may receive the additional time noted in their documentation (example ARD, LPAC, 504, etc.). Additional documented time must be offered in a single setting.

HAND GRIDDING STUDENT ANSWER DOCUMENTS

• If a student does not receive a barcode (precoded) label or if the information is incorrect, the campus must hand grid the answer document to ensure accurate reporting

• Refer to Appendix A in the Test Coordinator’s Manual for detailed information regarding Hand Gridding

STRAY MARKSTest Administrators must read aloud the directions exactly as printed:

• Before the test begins, Test Administrators should remind students to erase all stray marks on the test booklets but should not give any such instructions once testing has started.

• Test Administrators should check that students are recording their answers with dark marks and following instructions.

• No school personnel may clean up errors or stray marks on test booklets or answer documents.

• Test Administrators may flag test booklets/answer documents that appear to have problems and bring them to the attention to the checkers at TMC check-in.

GRIDDING ON THE WRONG SUBTEST

If a student is found to be working or gridding bubbles on the wrong subtest the Test Administrators should:

• Stop the student testing, note the remaining time.

• Instruct the student to move their answers to the correct area (Test Administrators may transcribe for Kinder students).

• Once the students are finished moving their answers, instruct them to continue testing.

• Provide extra time to replace the time lost while moving their answers to the correct test.

EMERGENCIES

If an emergency arises (such as a student becoming ill and not being able to complete the subtest), test administrators should:

• Collect the student’s test booklet/answer document.

• Note the amount of time the student has spent on that subtest.

• Allow students to finish with the remaining time on a make-up day.

MAKE-UP TESTING

Students who were absent, enrolled during the window, or missed any part of the regular administration must be administered a make-up test.

All make-ups are mandatory and schools may conduct make-ups on any day during the testing window.

BRAILLE AND LARGE PRINT MATERIALS

• The test administrator will administer the Braille as always.

• Once the student has finished, the teacher transcribes the student’s answer choices to a regular answer document.

• The document is brought to check-in and handed over as a Braille document with its own header sheet.

• Any unused large-print booklet and DFAs should be returned at check-in along with all Braille materials.

TRANSCRIBING

When transcribing answers from a

damaged book, test administrators

should:

• Have someone witness,

preferably the CTC or

principal.

• Document the reason for

the cleanup.

• Use a #2 Pencil.

DAMAGED MATERIALSIf a scorable test booklet/answer document is torn or damaged:

• Make sure you have a witness for transcribing.

• Mark it VOID and completely and accurately copy the student information and answer choices onto a new test booklet or answer document.

• Please write transcribed by ____________ and the reason on the answer document. Avoid writing near areas to be scanned. Always use a #2 pencil.

• Schools are to keep written record of who transcribed the document and the reason transcribed.

➢ 3 delivery attempts will be made by UPS. Materials will be returned to the TMC in this case

• Save the shipping boxes and use them later to return the materials.

• All assessments are secure and should be stored in a secure storage area when not in use.
