- wykorzystuje środki wspólnotowe w ramach 7PR do zwiększenia wolumenu kredytów o wyŜszym poziomie ryzyka, udzielanych na realizacje projektów w obszarze B+R+I

- bazuje na zasadzie podziału ryzyka kredytowego między KE i Europejskim Bankiem Inwestycyjnym

Cele

� zwiększenie dostępu do kredytów i gwarancji na finansowanie projektów wysokiego ryzyka w sferze B+R, zgodnych z celami 7PR

– kredyty średnio- i długoterminowe

- Do 50% wartości budŜetu projektu

-Cena kredytu – zgodnie z oceną profilu kredytowego beneficjenta

- Nie ma potrzeby posiadania ratingu kredytowego

z austriacką firmą AVL List GmbH (koordynatorem Europejskiej Platformy Technologicznej Systemów

Wbudowanych - ARTEMIS)

na finansowanie badań w latach 2007-2009 (30 mln euro) w dziedzinie technologii systemów napędowych

Wyniki implementacji

� Volumes: EUR 2.4 billion authorised by the EIB unde r RSFF by February 2009, of which 1.488 billion have already been sign ed (under EC window: 48 %, EIB window 52 %)

� Main sectors financed so far: renewable energy technologies, engineering and automotive, life science and ICT, p lus risk-sharing facilities with partner banks

� No research infrastructures

� Geographical spread: projects located in 14 countri es by early 2009 (approved RSFF projects)

� RSFF financing in the form of direct corporate loan s, project finance to special purpose vehicles and risk-sharing arrangeme nts for mid-cap / SME projects
