Aims of teaching

The goal of this course unit is to keep good body condition, to build a habit of doing sports systematically and to get students familiar with physical exercises that mould posture, stamina and strenght.

The student is familiar with the concept of law of civil servants, the process of formation of the labour law should recognize historical overview of the German, French and Anglo-Saxon law of civil servants with the development of this law in Poland, models, hiring in the public service. Students should recognize and identify the characteristics of employment officials, the basis of employment in labour and administration law (such as the appointment, the appointment, selection and arrangement of the work). Students should know how the recruitment to the public service, the course of employment in the public, what are the duties of, liability for breach of duty officials as they look official permission. Microeconomics – introduction to demand and supply, market prices, individual incomes. Price and income elasticities of demand. Market equilibrium under different market situations (perfect competition, monopolistic competition, monopoly). Business operation: current ( sales revenues, cost categories, cash flows and profits, financial documents – balance sheet, income statement, cash flow) and investment – introduction to discounting and its application in different financial transactions. Law of diminishing returns and economies of scale. Macroeconomics – GDP,GNP and calculation principles (main aggregates –individual consumption, government (public) consumption, investments, net exports, savings, budget deficit). Interrelationships between aggregates and role of the government in national economy. Selected statistical information on Polish economy compared with figures for other countries used as benchmark. Economic efficiency. Economic growth and development (theories, discussion of HDI, problems of developing countries). Monetary system. International trade and the world economy (current problems – impact of 2008 crisis on Polish economy), FDI, financialization of the world economy

workers within the EU (the concept and legal basis, the scope of the personal and subject matter, restrictions on

freedom of movement for workers, equal treatment in employment). Freedom to provide services (general, primary

legislation and sector on the freedom to provide services). Free movement of capital and payments. Right of

establishment (sources, the concept and scope of freedom of establishment, the activities excluded from the scope of

freedom of establishment, restrictions on freedom of establishment). Harmonisation of company law. Transnational

forms of companies in European law. Protection of Competition (the base and the joint EU competition rules, the

prohibition of restrictive practices, state aid, sectoral competition rules). EU consumer law (consumer safety, product

liability dangerous, the new approach, the consumer information law, regulations, terms of the sale, the responsibility

for the quality of provision). The concept of a single financial market. The harmonization of public procurement in the

Preliminary requirements

Student should be in possession of knowledge regarding different aspects of EU and methods of decision-making. Very important are informations refering to contemporary public administration (status, dynamic of changes, sectoral policies). In former, necessary knowledge concern institutional structure of EU and relevant context having impact on shape of institutional design. Necessary would be the knowledge not only about character of particular institutions and mutual relations but also about structure of institutions acting as a political system.

Goals of subject

Subject of study should make students familiar with different aspects of functioning of administration in EU, taking under consideration the context of regulative activity and political considerations having impact at process of implementation. Additional issue connected with previous concern “difficult” relations between European administration and national administrations. Students have to understand norms and rules being part of European administrative space and character of institutions and roles which their fulfill (European part and national). One of the main goals is also multi-level system of governance closely connected with the mechanism of network governance and method of horizontal coordination.

Curriculum

The main goal is european administration but most important issue is process of the creation of integral administration in EU and method being use in that context is category of multi-level governance. Problem is most demanding regarding of

necessity of creating instruments of cooperation and coordination. We have to remember that functions of administration are closely connected with three areas – forming agendas, process of decision-making and implementation. Additionaly, EU has been creating specific executive order with Commission as a central part, which could be treated as a technocratic institution. In administrative space have been created also another institutions very different than institutions characteristic for national spaces (comitology). Most demanding is not administrative structure of EU but methods, procedures and institutions which could be use as a way to functionally connect both part of European space.

Lecture has been designed to provide students with introduction to the complexity of contemporary economic relations. Student should have rudimentary knowledge about essentials of elements of learning economy, in macro and micro economic aspects. We should keep in mind necessity to deliver skills giving the chance to interpret processes characteristic for political economy (on the level of national economic systems and international markets). Student should has predispositions towards analysis some economic categories and their interpretation in wider context (globalization and internationalization). Curriculum

First assumption is explanation of wide context of economic globalization and indicate some aspects of such changes. Second assumption is necessity to explain activity different markets in their global context. Global character of mutual relations should be interpret in context of liberalization of trade, deregulation of financial markets, openness of economy on a new category of market reforms, new technologies and changes in flow of information. In such context very important element is status of international corporations and factors responsible for their supremacy on economic market. Which factors could be conducive for explanation their real position? How important in their activity is access to information? What kind of source is responsible for monopolistic drive? Part of curriculum has to be problem of financial crisises and role of so called speculation capital. Part of recapitulation will be considerations concerning changes of classical (traditional) mechanisms of market in the conditions of globalization (character, pace, direction)
