FtESOLUTION:- The PCB has brought before the boai.d that the waterwhich shall be used by the vendors at Choupati need to be checked, as pointed outby Commandant M.H, in last board meeting. The Member Secretary assured that aPSP shall be provided at Choupati so that drinking water of public supply shall beavailable, for the use of vendors. It addition to it, regular check of the place need tobe carried out as per the Cantonment Act, by team under the supervision of S.E.M.Oto insure the quality of water and others hygiene maintained by the vendors. TheMember Secretary also appraised the board that in the agreement also a clause hasbeen provided that the vendor has to maintain good hygiene and lease shall becancelled if the vendor do not maintain requisite hygiene at the place.

With above, the approved Ciicular Agenda No. 01 dt. 27.11.2020 is noted by thehoard.

E.F. CONTRACT W.E.F. 01.01.2021

The present vendor of VEF M/s Balaji Enterprises, whose contract is expiring on31.12.2020, filed a WP No 8172/2020 before Jaipur Bench of High Court ofRajasthan, to waiver of demand raised by office for payment of dues after the re-startof VEF w.e.f 19th May 2020. The CB vide Res. No. 06 dt. 29.05.2020 has alreadywaived of the VEF for the period of lock down. However, CEO, on behalf of CB hasalready filed reply of WP through Adv. Mukesh Agrawal and the case is pendingbefore High Court. The High Court on 01.10.2020 at admission stage directed CB notto take any coercive action against M/s Balaji Enterprises.

Since the contract of present vendor expiring on 31.12.2020, a fresh E-Tender waspublished by office of CEO on 02.11.2020. In e-tender only one vendor M/S N.H.ENGINEERS was qualified in technical evaluation and therefore financial bid wasopened M/s N.H. Engineers has offered Rs. 2,44,54,635 ( Rupees Two Crore FortyFour Lakh Fifty Four Thousand Six Hundred Thirty Five only ) for one year which isfairly more than the previous year bid of Rs. 1,53,28,540/-this put up before boardfor consideration & approval.

The granted amount has been received in theaccounts of CB, which is given for following works (a) Drinking water including RainWater Harvesting & Recycling a]) Solid Waste Management.

The letter of Govt. of Rajasthan dt. 19.11.2020 is placed on table for noting ofbboard and for approval to the expenditure of Tide Grant for the purpose statedtherein.

_RESOL.UTION_:- The receipt of TIDE GRANT is noted by the board andexpressed pleasure on receipt of funds for drinking water including rain waterharvesting and Solid Waste Management for Nasirabad 'Cantonment which areneed of the hour. The share of grant towards drinking water shall be utilized bygiving work order for replacement of water pipe lines in various war.d of Cantonmentfor which tender action has already been completed. The work order for sum of Rs.50 lac (Approximately) shall be given by the C.E.O Cantonment Board Nasirabad,whereas for balance 25 lac shall be utilized for construction Over Head Tank(O.H.T) in Ward No. 07, provisioning of one or two handpumps in each wards as perapproval of the board, given earlier . RESOLUTION:- The President Cantonment Board and all elected membersappreciated the initiative taken by the office of CEO, CB on the line of "FIT INDIAMOVEMEN'I" & "KIIEI-O INDIA" of central govt. for the over all development ofyouth of Nasirabad Cantonment.

The President Cantonment Board has suggested that the Cantonment SportsComplex (CSC) V to VIII which are on open land of various Wards, shall be providedwith Cement Concrete flooring to maintain cleanliness cleanness and to preventencroachment on the said lands. The PCB also stated that it shall be theresponsibility of each ward member to ensure that the Said .C.S.Cs should not bemisused and shau remain an open place for playing and other recreational purposesof local public.

On engagement of two trainers for Various Sports Complex, a lot of discussion onits pros and cons has taken place. It was informed by the Member Secretary that onetrainer 0.T.I) shall be made responsible for C.S.C. I and C.S.C. 11. i.e. Pandit DeemDayal Upadhyay stadium and for Sperts Complex behind lal diggi and VyaparikSchool, whereas the second trainer a.T.I) shall be made responsible for C.S.C.- Illand C.S.C.-IV i.e. Cantonment Community Hall and Mini Community hall of WardNo. 02. In this way.each trainerff.T.I shall be made accountable for training ofOutdoor Games and Indoor Games, respectively, in addition to taking care of thesports equipment provided by the board at once.

The above said arrangement approved by the board and authorized CEO to incurexpenditure for.development and running of C.S.C.s in Nasirat)ad Cantonment.Appropriate Monthly fee for availing the sports facility in C.S.C.-I to C.S.C. -IV becharged, whereas the other open spaces/C.S.Cs shall be free for the locals.

7. pEZE±ppRENT OF NORTmN PAAI/IAL DIGGI AnH} ROAD slDEW_AI.KWAYFBOMIALDIGGITOPATELUDYAN;

The CB vide CBR No. 07 dt. 14.07.2020 approved Rs. 15 lac. & Rs. 20 lac foi-rejuvenation and development of Lal Diggi. Out of total 35 kic an amount ofRs. 32 lac has already been utilized and now it is proposed to develop the NorthernPal, which has been declared as CHOUPATI by the board. The road sideberms/footpath from Lal Diggi to Patel Park also need to be developed by repairing /reconstruction of foot path, fixing of benches and improvement in illumination byfixing additional electric polesELEDs on both sides of road. Music system also need tobe installed on all poles from Lal Diggi to Patel Park. Thus it is proposed to incur anexpenditure of Rs. 20 lac on improvement as per above.

Board to take decision in the matter.

RE:SOLUTION:- The PCB has appreciated the proposed development of thearea between Lal Diggi to Patal Park. The PCB suggested that the entry of fourwheeler /two wheeler, also need to be stopped at parking near cinema hall and thestretch of road be improved for making it walking plaza for civilians for NasirabadCantonment. He further added that sufficient CC'IV Camera should also be placed tocover the sports complex behind lal diggi, entry/exit of Patel Park and Lal DiggiChoupati to bring feeling of safety and security in the minds of visitors of the place.With above discussion and acceptance of the same by all members, approval is givento the proposed works mentioned on agenda side and to incur on fund of Rs. 20 lac,out of 15th C.F.C grant.

SIRABAD~8. To CoNsllrmINDRA RASOI :

A letter No. L.No. N.P.N/2020/2902/dt. 09/11/2020 is received from Nagar PalikaNasirabad for providing suitable place for running of Indira Rasoi from cantonmentarea. The GLR Sy. No. 128-D Class a-3 under management of DEO Jodhpur hasbeen recommended by Dte DE Pune for reclassification to class "C" land and placingit under management of CB. Since the requisite sanction of competent authority isawaited, but the place is under possession of CB Nasirabad, the same may bepermitted to be used by Nagar Palika Nasirabad, temporarily for a period of 06months initially on payment of user charges/municipal service charges as may befixed & accepted by both the offices.

Since Iridira Rasoi, is a flagship scheme of Govt of Rajasthan to provide food atRs. 8.0 per meal and the location of S;y. No 128-D @urf factory) is ideal, being close

to bus stand, may be utilized temporarily by permitting the use of space to NagarPalika Nasirabad . The Board to take a decision.

RESOLUTIO±±:- The GLR Sy. No. 128-D, adjoing Rajkiya Bus St.andNasirabad is not recommended by member of the board as the said location sham beideal for the Cantonment Board to develop its own facilities. However, the electedmembers Shri Sukriya insisted on the said location being closed T,o bus stand, TheVice President and Shri. Rohitash Sharma member snggested for allotment of twoshops of Cantt. Board Market, near SBI, out of Fourteen shops, the possession istaken by the Cantonment Board recently.

The PCB directed that the Vice President and elected members first visit thecintonment board shops near SBI alongwith the representatives of Nagar PalikaNasirabad and to see the feasibility and suitability of the place, for running forIndira Rasoi. Any decision, for giving two shops on rent to Nagar Palika Nasirabadsham be taken thereafter. The PCBs direction noted and agreed by all members.

9. ±9 CONSIDER AND APPROVE ESTIMATSOLID WEST MANAGEMENT FACILITIES

The CB has its own trenching ground GLR Sy. No. 223-A Class "C" Area 33.84Acre. A piece of land 80 feet X 120 feet is identified for segregation of Solid Waste &construction of shed for Vermi-Composting and for installation ctf Plastic BailingMachine to process plastic. An estimate of Rs. 45 lac was sent to GAIL first for CSRthen to Collector Ajmer for grants under D.M.D.F.C but no replies i'eceived from anyof the above agencies.

Now since CB received TIDE GRANT of Rs. 1.5112 Cr. which is for drinkingwater supply and Solid Waste Management, the CB may carry out constructionactivities by inviting tenders /departmental work and may also call EOIffroposalsfrom NGOs for running of Solid Waste Processing Unit i.e. segregation of Solid Westand processing of Plastic. Estimate prepared by Engineer of CB is placed on table.

The board to take decision in the matter.

EHisoLUTI0N:- The proposal put up on agenda side has been discussed atlength. The Member Secretary ihformed the board that as per orders of NationalGreen Tribti,nal OrGT), the Urdan Local Bodies must have Solid Waste ManagementProcessing unit and it is mandatory by the Cantonment Board also to have thisfacility coustructe d.

The estimate of Rs. 45 1ac placed on the table is approved by the board for callingquotation/tenders, for construction for SWM facility on GLR Sy. No. 223-A. Thefunds allotted under TIDE GRANT dt. 19.11.2020 shall be utilized for the purpose.

Y LGARBAGE COLLECTION POINTS10.CONSTRUCTION 0F PRI{TAMS} IN EACH WARD :

The garbage collection points situated in various wards of CB are very old andeither fully danaged or damaged to extent that need re-construction. To prevent theanimals entry in garbage points, a drawing prepared by Cantonment Overseer isplaced on table which comprises of an Iron Gate, in front, so that animals cannotenter & spread plastic/garbage whereas CB Safai Karmchari can open and collectgarbage.

Cost of one such paint is Approx. 30.0 thousand as per di.awing design ofengineer, the board to approve the drawing/design/estimate and authorise CEO to getwork done by inviting tenders so that the garbage points could come up in time boundmanner and spread of garbage by animals could be prevented. 'I'he Tide fundsallotted by the Govt. of Rajasthan may be utilized for the purposes.

The board to take decision in the matter.

RESOLUTION:- The drawing/estimate of one Tame Oublic Gardage Bin) ofsize 5 mtr X 3 mtr at estimated cost of Rs. 49,380/- is placed on table discussed andapproved, for construction by inviting Percentage Rate Tender. The number ofTames~to be constructed initially are ten (10) but the number may increase as perrequirement in wards.

The PCB has suggested to procure Iron Garbage Bins and Hydraulic Compacterfor a long term solution to the problem of damage of masonry type garbage collectionpoints. The problem faced by the conservancy staff using wheelbarrow and placingthe same in high iron beans is also discussed. The procurement of HydraulicCompactors and Iron Bins will involve huge finances, which is not readily available.

The PCB however directed Member-Secretary to carry out cost analysis onprocurement of hydraulic compactors and Iron Bins, vis-a-vis the budgetaryprovisions and bring before the board for decision.

11. EST OF I ITII GAs LTD rlGL)J=QEIPED GAS TO IIOUSE

The IGL vide letter No. IGL/Ajmer/Cantonment/01 dt. 13 Jam, 2020 requested CBto permit them survey of Cantonment to the provisioning of Gas Pipe line to thehouse holds of Nasirabad. The Gol has decided to supply gas foi. cooking throughpipelines by 2024 and MOD has a poliey to give land on lease for lying of pipe lines inCantonment Area and Military Stations. A team headed by Vice President Shri. V.K.Dhwaka corporate strategy visited office of CEO and apprised the urgency in gr<antof permission so that the target given by Gol can be achieved in time.

A report of Sanitary Inspector / StoreKeeper is placed on table wherein it is demanded to buy a new JCB¢ack/front hoe). On GeM, JCB Model 3DX is a+ailable and sinking fundFDRs of Rs. 71 lac (Appi.ox.) are held by CB to meet this demand. Computer Programmer shall be given respcmsibility tomaintain ABAS work instead of continuing out sourcing of CA The view Of PCBsupported by members but the Member Secretary informed tbat the problems facedby staff in running ABAS are such that can be resolved only by a person havingaccounting knowledge. So the matter placeboard meeting modified resolution. The case is therefore recommended fordetermination of lease.
