    RECOMMENDATIONStaff recommends Council approval of a resolution authorizing the City Administrator toenterinto an agreement with the Alameda County SheriffsOffice ( A C S O ) to accept reimbursementfunds in the amount of two hundred thousand dollar ($200,000) for expenses incurred by theOakland Fire Department ( O F D ) to host Red Area Command for Urban Shield 2013.EXECUTIVE SUMMARYThe Oakland Fire Department was asked by the A C S O to host Red Area Command for thisyear's Urban Shield exercise. A Master Service Agreement between the Oakland FireDepartment and the A C S O was written not to exceed $200,000 for planning, personnel andequipment. We are at this time requesting authorization to accept these reimbursement funds forexpenses incurred between Apri l and October of 2013.OUTCOMEAcceptance of these reimbursement funds from the A C S O will allow the Fire Department tofund the overtime personnel expenses and the equipment/supplies necessary to host thisdrill/exercise.

    BACKGROUND/LEGISLATIVE HISTORYOn October 31, 2006, the Alameda County Board of Supervisors authorized the SheriffsOffice to sign a Memorandum of Understanding between Alameda County, the City andCounty of San Francisco, City of Oakland, City of San Jose, and Santa Clara County. Thisagreement establishes, the Urban Area Working Group to provide representation for all

This agreement represents a regionalapproach to shared risk and risk-mitigation directly related to terrorism and disasterpreparediiess.ANALYSISOakland Fire is proud to have been requested to host Red Area Command for this year's UrbanShield exercise. The Master Service Agreement was established between Alameda CountySheriffs and the Oakland Fire Department to create a mechanism for reimbursement ofplarming, staffing and equipment purchases. OF D staff has participated in Urban Shield in pastyears as participating teams and we are now hosting for the first time. This year's exercise willgive teams the opportunity to compete in scored competition in the followingspecialties:technical rescue, hazardous materials and water rescue. It is a regional exercise that allows forteams to exercise their capabilities as well as to be evaluated through a gap analysis. A ny gapsnoted wil l be addressed by the individual departmentsas well as within the region and wil l beenhanced each year.COORDINATIONThe City Attorney'sOffice and Budget Office were consulted in the preparation of this report.COST SUMMARY/IMPLICATIONS

    Funds shall be deposited into the Urban Shield Red Area Command Fund (#1010), FireSuppression/Field Operations D i v i s i o n (Org. #20815), project (PI 8300), Fire SuppressionProgram (#PS18) and the revenue wi l l be deposited into Urban Shield Red Area CommandReimbursement account (45729).SUSTAINABLE OPPORTUNITIESEconomic. Acceptance of these funds wi l l reimburse the general fund in the amount not toexceed $200,000 making hosting this event cost neutral for the Ci t y and the Oakland FireDepartment.Environmental: There are no environmental opportunities.S o c i a l Equity : Acceptance of these reimbursement funds w i l l provide training and instructionalopportunities for many of our firefighters in Oakland and across the Bay Area region, therebyenliancing the department's ability to provide public safety services to the residents and visitorsof Oakland and surrounding jurisdictions.     W H E R E A S , during October 25 to October 28, 2013 the Oakland Fire Department will host aportion (Red Area Command) of a regional exercise known as Urban Shield. The AlamedaCounty Board of Supervisors authorized the Sheriffs Office to sign a Memorandum ofUnderstanding between Alameda County, the City and County of San Francisco, City ofOakland, City of San Jose, and Santa Clara County, andW H E R E A S , this agreement establishes the Urban Area Working Group to providerepresentation for all jurisdictions that comprise the Urban Area and to allocate funding availablethrough the U A S I program.
