RESOLUTION AUTHORIZING T H E CITY ADMINISTRATOR TOENTER INTO AN A G R E E M E N T WITH THE A L A M E D A COUNTYSHERIFF'S OFFICE FOR THE O A K L A N D FIRE DE PART ME NT TOHOST AND PARTICIPATE IN THE RED A R E A C O M M A N D FORT H E URBAN SHIELD 2013 EXERCISE AND TRAINING AND TOA C C E P T REIMBURSEMENT FUNDS IN AN AMOUNT NOT TOEX CEED TWO HUNDRED THOUSAND DOL L ARS ($200,000) FOREXPENSES INCURRED BY THE O A K L A N D FIRE DE PART ME NTFOR THIS E V E N T

W H E R E A S , during October 25 to October 28, 2013 the Oakland Fire Department w i l l host aportion (Red Area Command) of a regional exercise known as Urban Shield. The AlamedaCounty Board of Supervisors authorized the Sheriffs Office to sign a Memorandum ofUnderstanding between Alameda County, the City and County of San Francisco, City ofOakland, City of San Jose, and Santa Clara County, andW H E R E A S , this agreement establishes the Urban Area Working Group to providerepresentation for all jurisdictions that comprise the Urban Area and to allocate funding availablethrough the U A S I program. This agreement represents a regional approach to shared risk andrisk-mitigation directly related to terrorism and disaster preparedness; andW H E R E A S , the goal of the U A S I funding for Urban Shield is to enhance the local firedepartment's ability to prevent and mitigate hazards ; andW H E R E A S , the Oakland Fire Department personnel began working on planning this exercise inA p r i l of 2013 and w i l l conclude incurring any dri l l related expenses on October 28, 2013; now,therefore be itW H E R E A S , Oakland City Charter Section 504(1) provides that the City Administrator, whenshall represent the City in its governmental relations and to negotiate contracts for jointgovernmental actions, subject to Council approval; now therefore, be itR E S O L V E D : that the City Administrator is hereby authorized to enter into an agreement withthe Alameda County Sheriffs Office for the City of Oakland's Fire Department (OFD) to hostthe fire-related Red Area Command and participate in the 2013 Urban Shield and to acceptreimbursement funds in the amount not to exceed two hundred thousand dollars ($200,000) forplanning, staffing and equipment necessary for O FD to host and participate in this event; and beitF U R T H E R R E S O L V E D : the reimbursement funds shall be deposited into the Urban ShieldRed Area Command Fund (#1010), Fire Suppression/Field Operations Division (Org. #20815),project (P18300), Fire Suppression Program (#PS18) and the revenue w i l l be deposited intoUrban Shield Red Area Command Reimbursement account (45729); and be it

F U R T H E R R E S O L V E D : That the City Administrator or her designee is hereby authorized tocomplete all required negotiations, certifications, assurances, and documentation required toaccept, modify, extend and/or amend this agreement; and be itF U R T H E R R E S O L V E D : That the City Attomey shall review and approve said agreement asto fomi and legality and copies of said agreement shall be filed with the Office of the City Clerk.
