    SUMMARYThe Department of Hum an Services has secured a grant for 170,000 for one year from the Haas,Jr. Fund to provide critical support for the services and programs fundedunder Measure Y, theViolencePreventionandPublic SafetyAct of2004. Specifically, this grant will supporttheconveningo fviolenc e prevention granteesb yneighborho od with their pub lic safety partnerstoimprove their working relationships and effectiveness. The grant will also support technicalassistance and training for grantees and activities to improve community police relationships.

    FISCAL IMPACTSThere is no impact on the General Fund. Accepting thesefunds isfullycostcovering includingall applicable fringe benefit and overheadcosts. The Department of Human Services will hire1.50 FT E(onefull time project managerand onehalf time administrative support position)in anexemptlimited duration capacity sincethegrantisonlyfor oneyear witho nepossible year 'sextension. The position w ill be available only so lo ng as the grant funding exists.

    CKGROUND

    The Haas, Jr. Fund has long invested in Oakland, in particular being a partner with the An nieCasey Fo undation in the Lower San Antonia Making Change project o ver the past years. TheHassJr .Fund alsohas aparticular interest inviolence preventionand hasbeen wo rking closelywithmany loc alities, includ ing San Francisco, on this issue. The passage of M easure Ypresented anopportune timetoinitiateapartnershipinthisprogram areainOakland.TheDepartment of Human Services and Oakland Police Department, since the passage of MeasureY,have been inconversation withtheHaasJr .Fund about waystoimprovetheefficacy of theinvestments m ade under Measure Y.Item:Public Safety Com mitteeNovember28,2006

    Withover 6million dollars investedinviolence prevention programs, it isimportant thatthevarious strategies that arefunded are wo rking together to serve the mo st at-risk yo uth and youngadults. It isalso important that com munity policing officers assigned toneighborhoods are seenaspartnersfo r theproviders andthattheservicesfunded areusedasresourcesby theofficers. Acomponentof theproject proposed he re involves identifying waystobuildthetrust amongcom munity members, provider agenc iesand the Police Department.

    KEYISSUESANDIMPACTSWiththis generous grantfrom theHaasJr.Fund, theD epartmentofHuman Services proposestohire onefull time Projec t Coordinator who w ill convene and facilitate M easure Y grantees andcommunitypolicing resources by geographic area(East,W est, Central) to enhance their abilityto work toge ther and share best practices infor mation. This will include the development o fprotocols fo rreferringclientsfrom oneagencyto another, working agreements, outreachmaterials, etc. Thegrant also provides funding tobring training expertsandother typeso ftechnical assistance to support grantees and OPD in doing this important work.Thefollowingo bjectives have been developed for the grant.Objectives:> To convene Measure Y funded provide rs in each designated neighborhood of the City(East,We st, Ce ntral)on aregularbasisthroughoutthe 12month periodtodevelopacommunication network, referralprocess,co-case management opportunities,andidentify needsfo rtraining and/or capacity building.

    > Develop written policies andproce dures andprotocolsf o r service coordination amongallMeasure Yfunded agencies.

    > Toprovide training, learning networks,andtechnical assistancein keyareasasidentifiedbygranteesin theaboveconvenings.

    > Convene, by neighborhoo d, co mmunity policingofficers and other relevant policepersonnel(e.g.,truancyofficers) with Measure Y service providers to identify referralprotocols,agreements oninteractions, information sharing, andopportunities fo rrelationship building.> Develop policiesandprotocols fo rpoliceandcommunity based agencies andprovidetraining onthese protoc ols (fo r example, agree mentso narrests ofc lients involvedinMeasure Yprograms).> Facilitate co mmunity eventsortrainingineach neighborhood designedtodevelopandimprove po lice/ youth /co mmunity relations.

    SUSTAINABLE OPPORTUNITIESEconomic:There is no direct economic opportunity in this grant.Environmental:There are no environmental opportunities in this grant.Social Equity:Indirectly, this grant supports and improves grantees whose goal is to reduce violence in thecommunity by improving the lifecircumstances of youngpeople. The services being supportedinclude employment programs that haveadirect linktoimproving social equity.

    DISABILITY AND SENIORCITIZENACCESSAllactivities sponsoredbythis grantwillbefully accessible.

    RECOMMENDATIONS ANDRATIONALEStaffrecommends that the City Council accept and appropriate 170,000 grant for 12 monthscommencing December 1,2006 from the Evelyn & Walter Haas Jr. Fund to improve the capacityandcoordination of Measure Y investments in both prevention and policing services.
