    S U MMA R YThis report seeks approval of a resolution to authorize a contract w ith Berkeley Policy A ssociatesforanoutcome e valuationofM easureY - theViolence PreventionandPublicSafetyAct of2004 (VPPSA)- for aperiodof eighteen (18) months. Theevaluation w ill includeanoutcomeevaluationof V PPSA overall, including all of the comm unity policing programs and violencepreventionprograms delivered by the grantees providing direct services with VPPSA funds.Citystaff, inconjunction withtheViolence Preventiona ndPublicSafety Oversight Comm ittee,recommends thefirm of Berkele y Policy Associates (BPA) for a contract not to excee d 425,000for theperiod M arch 1,2006 through August31,2007. BPAranked first in theproposal reviewandinterview process. BPA is a local, certifiedfirm with extensive experience conductingevaluations of community based service organizations and youth social service programs.Berkeley Policy Associates willhireRAN D Corporation as asubcontractor toperformtheoutcomeevaluation of the comm unity policing aspects of VPPSA. RAN D C orporation hasextensive experience conduc ting evaluations of policing and violence p revention programs.

    CKGROUND

    Measure Y, the Violence Prevention and PublicSafetyA ct of 2004 (VPP SA), creates a wellintegrated violence prevention systemat then eighborhood level, with strong links amongthesocial services, school district, police, workforce development, criminal justice agencies andcommunity m embers, toaddress the symptomsand theroot causes ofviolence. Th egoalofVPPSA is to increase public safety and to dramatically reduce violence by and among youngpeople. These services areexpected tobuildon bestpractices, i.e., those componentsofintervention design, planning an d implementation that experts recommend basedon thebestresearch-based knowledge currently available.Acc ording to the provisions of the VP PSA legislation, the V iolence Prevention and Public SafetyOversight Com mittee will ensure an annual process and outcome evaluation of VPPSA funds.To this end, the City Administrator's Office released a Request for Proposals (RFP) onSeptember 27,2005 for theoutcom e e valuationof theVPPSA (Measure Y). Am andatory pre-proposal conference was held for all interested parties on October 14 l and all proposals were duetothe City on November 10th. The City Adm inistrator 's Office received seven proposals inresponseto theRFP. Areview p anel consistingofexperts with extensive experience inviolenceprevention,c riminal justice, an d social services reviewed an dscored theproposals. Th econsultants who submitted the top three highest scoring proposals were asked to participate in aninterviewprocess with a subset of review pan el mem bers.Inthe RFP, Citystaff proposed a comprehensive evaluation strategy in order to demonstrate boththesuccesses an d challengesof theV PPSA initiatives. A t aminimum,th eVPPSA evaluationwillinclude:

    Evaluat ionsofindividu al programs fundedby theVP PSA (MeasureY),includingdevelopment of an overall logic mode l1, design of outcome evaluations, and coordinationwithth e internal process evaluation; Studyofinter-programandinter-agency collaboration, withafocusonco llaboratingacross violence prevention andcom mu nity policing programs; Studyof theaggregate effectsof theVPPSA, including designof alogic modelfor theinitiative as a whole, and analysis of c itywide crime effects as well as citizen perceptionsof safety.

    Indesigning specific approaches to the evaluation of each of the programs the outcome evaluatorwillw ork closely with the internal Citystaff, the Oversight Comm ittee and the com mu nitypolicing/violence prevention programs themselves.

    KEYISSUES ANDIMPACTSRFP Selection ProcessInresponse to theRFP,proposals were received from seven qualifie d firms. These w ere AguirreInternational, Berkeley PolicyAssociates,Comm unity Crime PreventionAssociates,HatchuelTabernik&Associates, Resource D evelopmentAssociates,National Council onCrimeandDelinqu enc y, and Elsan Associates. A team of subject ma tter expe rts was convened to reviewtheproposals. Me mbersof thepanel camefrom theV iolence Prevention an dPublic SafetyOversight C omm ittee, City of Oakland (Department of Human Services and Oakland PoliceDepartment), State of Massachusetts ExecutiveOffice of Public Safety and Harvard University.Proposals were assessed based onqualityof response, capabilitiesan dexpertise, qualityofproposed staffing, and quality and cost effec tiveness of the proposed budg et. Berke ley PolicyAssociatesranked numberone in theproposal review process. Thecontractorswhosubmittedthe top three ranked proposals were asked tointerview w ithapanel including Citystaffand onemem ber of the Oversight Comm ittee. Berkeley Policy Associates also ranked num ber one in thisinterviewprocess. The selection of BPA as the outcome evaluator was approved unanim ouslybythe Oversight Com mittee at their January 23, 2006 me eting.Contract PeriodTh e lifeof the contract w ill be from M arch 1, 2006 through Augu st 31, 2007. It is critical thatthe evaluator begin as soon as possible to work with the Violence Prevention and Public SafetyOversight Com mittee, Citystaffand all the grantees to finalize evaluation design because theprogram service year has already begun for some service providers and for the communitypolicingprograms.PROGRAMDESCRIPTIONBerkeley Policy A ssociates(thelead contractor), su bcontracting w ith RAND Corpo ration andLeapfrog Consulting, ha s structured apartnership that combinestheex pertiseof twosmallOakland-based businesses and an international research organization. BPA will lead the youthviolence prevention and the c itywide com ponents of the e valuation, while RA ND will lead thecommunity policing component. LeapfrogConsulting will contribute its graphic facilitationtechniquesto the mo deling /design process. Across all com ponen ts, key staffof the three

    organizations will work together on project management, design and analysis decisions; and willparticipate in relevant m eetings with the City of Oakland.The proposed project isdesigned to be carried out within eighteen months. The plan allows forcollection an danalysis ofboth citywide an dprogram-specific data, data collection an danalysisofpolicingandviolencepreventionprogramcollaboration,quarterly an dsemi-annual progressreports, and afinal written report, which will be published as a peer-reviewed RANDmonograph.The project will begin with a three-tiered design phase incorporating (a) development ofindicators ofM easure Y's impactoncrimein Oakland;(b) anupdateof thecitywide surveyofviolence and public safety perceptions; and (c) evaluations design for the com mu nity policingand violence preve ntion programs. From March through M ay2006,BPA andRAND will designthe citywide logic m odel(seefootnote 1), the crime effects indicators and a supplemental surveyquestionnaire for the citywide analysis. In March and April, BPA and RAND will work with thepolicingand violence prevention programs todevelop logic models an devaluationplans. InApril, BPA and RAND will develop the indicators and data collection instruments necessary toevaluateprogram c ooperation and collaboration. For those programs already fully implemented,data collection will begin in May and continue as other programs are put in place. June andJulywillbe devoted to collecting survey data for the citywide analysis. In July, BPA w ill presenttheirfirst reportto theViolence Preventionan dPublicSafetyOve rsight Comm ittee, describingthe logicmodels developed, as well as other progress made.BPA will provide quarterly updates to the Oversight Committee through the lifeof the contractan d will provide the City Council with semi-annual reports in September 2006 and March 2007.The final report will be ready for presentation and dissemination to the Violence Prevention andPublic SafetyOversight Committee, the City Council, the Mayor and other stakeholders by theend ofAugu st 2007.SUSTAINABLE OPPORTUNITIESEconomic: The successful implementation of VPPSA programs and services will ultimately leadto a strengthe ning of the economic infrastructure of the City through measurable reductions inviolenceamong youngpeople,overallimprovementinpublicsafetyand thebuilding ofcommunity networks. VPPSA results in direct economic be nefits including em ployme nt andtrainingopportunities f or parolees, probationers and high risk youth.Environm ental: This projec t has no known impa ct on environme ntal opportunities.
