    SUMMARYStaffrequ ests the City Counc il's authorization for the City Administrator to nego tiate andexecute anagreement fo r 205,848 withtheYouth Employment Partnership tosupporttheSubsidized Summer Youth Employment Program Strategy in accordance with Measure Y:Violence Preve ntion and Public Safety Act of 2004 (Me asure Y : VPPSA ) for the period of July1,2006 through June 30, 2007, with two one-year options to renew pending City Councilapproval foreach renewal.Theprogramprovidessummerjobplacement andsupportive servicesforup to 115youth iden tifiedasbeing ch ronically truant, school dropouts, suspended orexpelledfor violence,or onprobation.FISCAL IMPACTThese funds, a total of 205,848, are located in the Violenc e Prevention and PublicSafetyAc t of2004 Measure YFund(2251),H HS Administration organization(78111),D HSMeasure YSubsidized Summer Youth Em ployme nt Program Strategy Project (G2612 62).     O nJune7 ,2005, City Counc il approved specific program recomm endations fo rMeasureY:VPPSAfunded violence prevention programs. The recommendations included allocating fundsto existing violence preve ntion programs and allocating funds to community based organizationsorpublic agencies throughacompetitive Request fo rProposal (RFP) process. N ine(9)programstrategies were allocated through acom petitive Requestfo rProposal (RFP) process whichw asdeveloped and implemented during FY 05-06. The recommendations from this RFP wereapproved byCity Councilon May 2,2006and thecontracts will begino nJuly 1,2006.

This strategy provides 205,848 pe ryear to support 115 jobplacementsdirectly to theMayor'sSummerJobsProgramforhighriskyouth. In FY 05-06, approximately 7,000fromthe Subsidized Summer Y outh Employme ntProgram Strategy wasallocatedto theMayor's Summer Jobs Program. Theremaining fundswere no t expended because City Council approvedthespecific program recomme ndations fo rMeasure Y:VPPSA onJune7,2005 whichdid notallow enough timetoallocateall thefunds forthat summ er's program. The rem ainingfunds from FY05-06are now allocated to the MeasureY;VPPSAcarry forward plan.KEYISSUESA NDIMPACTSInFY 2006-07, the 205,848 for the Subsidized Summe r Youth Employme nt Program Strategywillb eallocatedto thelead agency thatwasselected toimplementth e entire Mayor's SummerJobs Program through a com petitive bidding process overseen by the O akland WorkforceInvestmentB oard (WIB) Youth Council. Aftera thorough review of proposals by anindependent panel of outside experts in February, 2006, the Youth Employment Partnership(YEP) was recomm ended forfunding as the lead agency to implement the May or's Sum mer JobsProgram. In addition to Y EP 's outstanding track record for serving high risk youth, the reviewpanel was also impressed with the partnership YEP developed withth eScotlanCenter for Youthan dFamilies (West Oakland), East Bay Asian Youth Center (Central Oakland) and YouthUpRising(East Oakland), The W IBYouth Council concurred withth epanel'sdecisiona ndagreed to allocate 125,000 from the W IB to support the Mayor's Summer Jobs Program forYEP and its partner agencies for FY 2006-07. Staff is recommending the City Council allocateMeasure Y :VPPSA Subsidized Summ er Youth Employme nt Program Strategy fundsto Y EP toplace 115 Measure Y: VPPSA high risk youth in the M ayor's Summ er Jobs Program.PROGRAMDESCRIPTIONThe Subsidized Summer Youth Employment Program Strategy, underth eauspicesof theM ayor's Su mm er Jobs Program, will serve up to 115 youthidentifiedas being chronically truant,school dropouts, suspended or expelled for violence, or on probation. The City of Oakland worksin auniq ue citywide partnership with Oakland em ployers,businesses,andnon profit agenciestoprovide employ me nt training and placement for Oakland youth. The May or's SummerJobsProgram bring s these com munity partners together in a concerted effort to provide large num bersof O akland youth the opportunity to experience the world of work, earn m oney, build theiremploym ent skills, and receive on-the-job training that can he lp them becom e self-supportingadults.

Theyouth willreceiveoneweekof competency-based pre-employme nt trainingan dthenbeassignedto apaid internship withapublicornon-profitagency, where they will workfor atotal of 160hours. Em ploym ent counselors will visit theyouth once a week at their job sites. The yo uthwillalso receive we eklyclassroomtraining toenhance their basic an d wo rk maturity skills and will be eligible to receivecashincentives formeetingself-defined developme ntal benchm arks. Toreflect the geographic and ethnic diversityof O akland,YE P hascreated aprogram partne rship that spanstheCity, includingth e ScotlanCenter for Youth and Fam ilies, Youth UpRising, and the East Bay Asian Yo uth Center.
