You may be aware that Government of India has announced PublicProcurement Policy for MSrvlEs Order, 2012, copy of which is enclosed herewith.By this order. Govt. of India has directed all the Ministries/Departments andCPSUs to ensure a minimum 20% procurement of products and services fromthe Micro and Small Enterprises (MSEs) Under the policy, a special target of 4%,out of 20% is fixed for procurement from MSEs owned by Scheduled Castes andScheduled Tribes. This target of minimum procurement of 20% from MSEs needsto be made mandatory for all the CPUs in your Ministries/Departments.

I hope, by implementing this policy, MSMEs will get support in marketing oftheir products and this forward linkage will boost economy of Micro, Small andMedium Enterprises.

In view of the above, i would like to request you to ensure itsimplementation in Departments a d CPSUs under your Ministry. I would alsorequest you to get periodicai review of the share of procurement made by CPSUsfrom MSEs, out of total procurement and direct them to take proactive steps toensure minimum 20% procurement from MSMEs.
