The issue in thia grievance is whether the performance of •1obby sweeps• by aanagement is a violation of the National Agreeaent and whether aanagement violated Article 1.6 of the National Agreement. During o~r discussioq, we mutually agreed to the following: The APWU recognizes· management's right to perfora lobby sweeps and to provide relief to Lobby Directors where that prograa ·has been iaplemented. The deteraination of whether or not the dispatch of Express Rail items was a violation of Article 1.6 should be made by applying Arbitrator Snow's award in case no. A-C-N- 6922 to the fact circuastances. Accordingly, we agreed to remand this case to the parties at Step 3 for application of this understanding and further processing.
