Öåëü ïðèðîäîîõðàííîé ôèíàíñîâîé ñòðàòåãèè ìóíèöèïàëüíîãî âîäîñíàáæåíèÿ è âîäîîòâîäåíèÿ äëÿ Ïñêîâñêîé îáëàñòè Ðîññèéñêîé Ôåäåðàöèè ñîñòîèò â òîì, ÷òîáû îïðåäåëèòü ðåàëèñòè÷íîå, ñîãëàñîâàííîå è ñîîòâåòñòâóþùåå èìåþùèìñÿ ñðåäñòâàì îáñëóæèâàíèå è ïðîäåìîíñòðèðîâàòü, êàê ìîæíî ïðîôèíàíñèðîâàòü ýêîëîãè÷åñêèå çàòðàòû. Ôèíàíñîâàÿ ñòðàòåãèÿ âîäîñíàáæåíèÿ è âîäîîòâîäåíèÿ áûëà ðàçðàáîòàíà â ïîâòîðÿþùåìñÿ ïðîöåññå â äèàëîãå ñ ôèíàíñîâûìè, ïðèðîäîîõðàííûìè è äðóãèìè ñîîòâåòñòâóþùèìè âëàñòÿìè. Íàñòîÿùèé îò÷åò ïðåäñòàâëÿåò ñîáîé îêîí÷àòåëüíûé âêëàä êîíñóëüòàíòà. The purpose of the municipal water and wastewater financing strategy for the Pskov region of the Russian Federation is to determine a realistic, agreed and affordable service and to demonstrate how envi-ronmental expenditure can be financed. The water and wastewater financing strategy has been developed in an iterative process in a dialogue with the finance, environmental and other relevant authorities. This report presents the final contribution by the consultant.

Òî÷êè çðåíèÿ, êîòîðûå âûðàæåíû â äàííîé ðàáîòå ïðèíàäëåæàò êîíñóëüòàíòàì.

Abstract:

The purpose of the municipal water and wastewater financing strategy forPskov region of the Russian Federation is to determine a realistic, agreed andaffordable service and to demonstrate how environmental expenditure can befinanced. The water and wastewater financing strategy has been developedin an iterative process in a dialogue with the finance, environmental andother relevant authorities.
