BACKGROUNDKOGAMI was found based on the tragedy during Acehs

Tsunami witnessed by humanitarian volunteers from West

Sumatra. The experience led to initiate a forum for developing

community resilience in West Sumatra in which involved

volunteers, academicians and other stakeholders. Thesedifferent institutions that concern about disaster risk

reduction such as government, academicians, entrepreneur,

and CSO.

The actions of this forum, for instance education andevacuation drill, got a positive respond from the community,

hence this forum legitimated itself to an organization.

The knowledge about the sign of earthquake which can generate tsunami

are still unclear for Padang people, so there is a gap about the time for

evacuation decision

At the time, the evacuation routes which needed by the community dontmatch with land-use plan development

The commitment of community sometimes have to struggle with the

selfish ego that can make the development slower

Some people are desperate to know they live in the vulnerable area and

not able to reach safe area within 30 minutes The paradigm about evacuation shelter is still the old paradigm : the cost

expenses! Not the investment, so the government is still doubt to put on

budget planning

In the reality, people still use vehicles for evacuation even though they know

the best way for evacuation is by foot (walking) Not all family in (especially in our program area) is able to have survival bag

because of many reasons such : economy problem, has difficulties to always

check the expiry date of food

50% people evacuated immediately to the safe area (3 km inland orhigher ground) after strong earthquake stroke (GTZ-IS, 2010)The parents collected the children at the meeting point which

The government is able to manage emergency post even though

improvement is very needed

The people were back home soon after the government announced

the cancellation

KOGAMI took important role during the emergency response as

information center for national/international NGO that wanted to

deliver aids for the people
