Graduation ceremonies are held all throughout the country and amongst these students, who with immense efforts are graduating from college, are hundreds of thousands like César, undocumented students with an enormous potential to offer to this country. With impressive titles under the arm,

but still without the identifi cation documents that would allow them to maximize the full potential of their education and to give the best thing of themselves to this country, which they know as their only home.

César has become one of the national voices of the movement in favor of the DREAM Act that would legalize him and thousands of others that at the moment are asking to be protected from deportation while the fate of this legalization bill is defined for young people that complete college or serve in the armed forces.

LITTLE ROCK, AR - El Martes 17 de mayo la Ofi cina de Seguridad en Carreteras de la Policía del Estado de Arkansas anunció la campaña anual “Abrochado o Multado” (Click It or Ticket) del 23 de mayo al 5 de junio. Coordinada por la Administración Nacional de Seguridad de Tráfico en Carreteras (NHTSA por sus siglas en inglés), la campaña es un esfuerzo nacional para alentar a los conductores a cumplir la ley y abrocharse el cinturón de seguridad, tanto de día como de noche.

Los esfuerzos de

movilización de Arkansas abarcan efectivos encargados de la aplicación de la ley a nivel estatal, en los condados y ciudades, trabajando horas extras para enfatizar la importancia del uso consistente del cinturón de seguridad. Este es el décimo año consecutivo en el que Arkansas ha intensifi cado los esfuerzos de control del cumplimiento de esta norma durante esta época popular de viajes de verano. Con la aprobación de una ley primaria para regular el uso del cinturón de seguridad en 2009, los agentes del orden público en todo el estado están autorizados a iniciar detenciones de vehículos si un conductor o

LITTLE ROCK, AR - On Tuesday, May 17 the Arkansas State Police Highway Safety Office announced the annual “Click It or Ticket” campaign, May 23 - June 5. Coordinated by the National Highway Traffi c Safety Administration (NHTSA), the campaign is a national effort to encourage motorists to obey the law and buckle up, both day and night.

Arkansas’s mobilization efforts encompass state, county and city law enforcement all working overtime to emphasize the importance of consistent seat belt use. This is the tenth consecutive year that Arkansas has stepped-up enforcement efforts during this popular summer travel time. With the passage of a primary-offense seat belt safety law in 2009, law enforcement offi cers across the state are now authorized to initiate traffi c stops if a driver or a passenger is not properly restrained.

“Safety is always our number one priority,” said Colonel JR Howard, Director of the Arkansas State Police and Governor’s

Highway Safety Representative. “Our increased presence around the Memorial Day holiday serves as a reminder of that commitment

and that seat belts save lives.”Nationally, in 2009, 53 percent of fatally injured

passenger vehicle occupants were not wearing their seat belts at the time of the crash, according to NHTSA.

In Arkansas 63 percent of those killed were not buckled up. Nearly two-thirds (62 percent) of

those who died on the road during nighttime hours were not properly restrained.

“A crash can happen anywhere without warning, and Arkansas’s motorists should

protect themselves by buckling up each and every time they get in their vehicles, regardless of

what time it is on the clock,” said Colonel Howard. “And if they don’t, they should expect a ticket.”

The state is still below the national average of 85 percent. NHTSA estimates that just a 5 percentage point increase in the use of

seat belts by Arkansas motorists would prevent 20 fatalities and 210 serious injuries, as well as save the state $45 million in economic costs annually.

The summer sun has peeked through the clouds and the heat has begun to rise. The best thing you can do over the next few months is arm your children with tools to stay safe. No child will ever be accident-free, though we keep a careful eye on them. There are measures parents can take to lower the risk. Make sure your kids are hydrated, wear sun block, protective padding when riding bikes and ensure they know when to cross the street.

HYDRATIONOne of the most vital

necessities to the human body, aside from food, is water. According to the Mayo Clinic, the human body is comprised of about sixty percent water. Water effects the functioning of our bodies, even down to the cellular level. It helps us to eliminate toxins from our body and takes a role in regulating body temperatures. The Mayo Clinic recommends a person

drink between eight and nine cups of water each day, so encourage consumption of water this season by substituting sodas for water. Mild dehydration can affect physical and mental performance and in severe cases it can be fatal. Before your children head out into the heat, have them drink a glass of water and take a water bottle when they leave.

SUN AND HEAT PROTECTION

Letting your children know about the importance of sun block is a top priority during the summer. According to the American Academy of Dermatology, children should stay out of the sun between 10 a.m. and 4 p.m., these are not only the hottest hours, but the brightest as well. The Mayo Clinic suggests applying a broad spectrum sun block SPF 15 or higher 15-30 minutes prior to sun exposure. Reapplication is

necessary and should be done often, around every hour or so; especially when children are sweating or swimming. Other safety tips include wearing sunglass and hats to protect eyes, light or refl ective clothing to avoid overheating and always finding a shaded place to sit. These precautions can help protect your family from heat exhaustion, heat stroke and even skin cancer.

BICYCLE SAFETY

Children who ride bikes should wear a helmet to help reduce the possibility of head injuries. According to the International Bicycle Fund, head injuries from bicycling are the most common cause of cyclist deaths. Part of safe cycling is staying away from busy roads, staying on the sidewalk, and riding the way traffi c is moving.

César, brought by his parents from Mexico at fi ve-years of age, grew up in Brooklyn, New York, and graduated from the same high school that the Chair of the Senate Subcommittee on Immigration, Charles Schumer, democratic senator of New York. His case combines both aspects contemplated by the DREAM Act because he aspires to be a military lawyer.

The young man will devote 10 hours a day for the next 2 months to prepare for the law bar examination in order to be able to practice within his profession. “Even when I pass the bar exam it won’t mean anything because they can’t give me a license to practice as a lawyer because I don’t have papers”, said Cesar “These titles are meant to make you feel like part of the society that you want to serve, and when the government doesn’t recognize you, it’s like you’re nobody, as if you were a criminal”, he added.

“The DREAM Act is, ultimately, the solution that we need, but in the meantime, we need the President to put a halt on deportations. We need him to grant young people like me the opportunity to work, to live without fear”, reiterated Cesar.

The young lawyer refers to

a petition sent to the President to grand administrative relief in order to halt deportations, as a group, to young people like Cesar that fulfi ll the requirements of the DREAM Act.

Deferred action doesn’t take the place of legalization. It’s temporary relief that can be revoked.

The President Barack Obama, also a lawyer, has reiterated that some would want him to overlook Congress. But in reality what we are asking is for him to use his executive power to stop the deportation of youth while the future of the DREAM Act or comprehensive immigration reform is defi ned.

As a lawyer, Cesar thinks that Obama’s answer “is a political excuse” “He has the power. Historically the presidency has used executive authority to offer administrative relief not only in immigration but in other issues as well”, he points out.

This recent law grad hopes that the president will use his executive authority to grant relief to these future professionals and halt deportations while the DREAM Act is nailed down and a path opens up for them to freely contribute to the economic well-being and progress of our country.

César, traído por sus padres desde México a los cinco años de edad, se crió en Brooklyn, Nueva York, y se graduó de la misma secundaria que el presidente del subcomité de Inmigración del Senado, Charles Schumer, senador demócrata de Nueva York. Su caso combina los dos aspectos contemplados por el DREAM Act porque su aspiración es ser abogado militar.

El joven dijo a America’s Voice que siente una mezcla de sentimientos porque tantos años de esfuerzos y sacrifi cios culminaron con parte de su sueño hecho realidad: su doctorado en Derecho.

“Es algo por lo que he trabajado muy duro para tener una mejor vida y para mi familia, y para servir a mi comunidad”, indicó.

“Pero al mismo tiempo es algo muy difícil porque siento como si todo ese sacrifi cio no signifi cara nada, como que todo el sacrifi cio se está tirando a la basura”, agregó César.

El joven dedicará diez horas diarias por los próximos dos meses a prepararse para el examen de reválida como abogado, es decir, obtener la licencia para poder ejercer su profesión.

“Pero aunque pase el bar exam no va a significar nada porque no me pueden dar la licencia para ejercer como

abogado porque no tengo documentos”, dice César.

“Estos títulos son para sentir que eres parte de la sociedad a la que quieres servir y cuando el gobierno no te reconoce es como que no eres nadie, como si fueras un criminal”, agregó.

“El DREAM Act es, finalmente, la solución que necesitamos, pero mientras tanto, necesitamos que el presidente nos ampare de la deportación. Que otorgue a los jóvenes como yo la oportunidad de trabajar, de vivir sin miedo”, reiteró César.

El joven abogado se refi ere a la petición formulada al presidente para que eche mano de su autoridad ejecutiva para amparar de la deportación, como grupo, a jóvenes como César que llenen los requisitos del DREAM Act. La acción diferida no supone legalización. Es un amparo temporal y revocable.

El presidente Barack Obama, también abogado, ha reiterado que algunos quisieran

que pasara por alto al Congreso, pero lo que se le está solicitando es que emplee su poder ejecutivo para frenar las deportaciones de estos jóvenes en tanto se defi ne el futuro del DREAM Act o de la reforma migratoria integral.

Como abogado, César opina que la respuesta de Obama “es una excusa política”.

“El tiene el poder. Históricamente la presidencia ha echado mano de su autoridad ejecutiva para ofrecer alivio administrativo no sólo en inmigración sino en otros asuntos”, señala.

Este recién egresado abogado espera que mientras el DREAM Act se concreta, el presidente use su autoridad ejecutiva para amparar a estos futuros profesionales de la deportación en tanto se les abre el camino para contribuir libremente al bienestar económico, la competitividad y el progreso de nuestro país.

“Saving early can give parents a break on their taxes and more security that their children will someday become college graduates.”

Gov. Beebe issued a proclamation that names May 29, 2011 as College Savings Awareness Day in Arkansas, part of a nationally coordinated effort by the College Savings Plan Network (CSPN) to raise the awareness of

the benefi ts of state-sponsored, tax advantaged savings plans, known as Section 529 Plans after the authorizing regulations contained in Section 529 of the Internal Revenue Service Tax code.

Treasurer Shoffner briefly outlined the benefi ts of the state’s two 529 Plans, including tax-free earnings for authorized higher education expenses, a state tax deduction of up to $10,000 for contributions to one of the state’s two plans, and a matching grant

program designed to assist lower to moderate income Arkansans in jump-starting their children’s college savings.

“Now, more than ever, it is critical that families prepare financially for the education expenses they will face in the future to give their children the chance to excel,” said Shoffner, who serves as chairperson of the state’s three-member Section 529 Plan Review Committee, adding that the plans are “designed to help families save

for college in a way that can help maximize those savings and make more money available to meet the rising cost of education, and to do so affordably.”

Arkansas sponsors a direct-sold 529 Plan, called the GIFT Plan, and an advisor sold plan, called the iShares 529. The Aspiring Scholars Matching Grant Program offers matching grants for parents who contribute to the GIFT Plan and meet the income requirements.

Broadway noted that in the face of rising college costs and the fact that most jobs that offer chance for advancement require education beyond high school, families need to plan fi nancially for the impact of higher education costs just as students need to plan academically to succeed.

“The Arkansas 529 Plan Committee is working hard to address this with the message to families that you must plan financially for your children’s

education,” he said, “and Arkansas sponsors a very affordable, fl exible, and easy to use savings plan designed to help Arkansas families do just that.”

state of Illinois took the lead among states, and the federal government, in advancing common sense positions on immigration reform. On May 4, Illinois took a major step forward for sensible immigration policy, offering an important example of how other states should act until Congress fi nally fi xes the system through comprehensive immigration reform. On the same day that Governor Pat Quinn (D-IL) issued a letter to the U.S. Department of Homeland Security, announcing that his state would no longer participate in the ineffective Secure Communities program, the Illinois State Senate overwhelmingly passed a state version of the DREAM Act.

According to Frank Sharry,

Executive Director of America’s Voice, “In a bold move that should put lawmakers in Washington on notice, the government of Illinois took two important steps forward yesterday in restoring common sense and rationality to the immigration debate. Just as it makes no sense to force police to participate in a program that makes their job more diffi cult while separating families, it makes no sense for the state to close the doors of opportunity to talented young people who are Americans in all but paperwork. It’s particularly heartening to note the bi-partisan support for the DREAM Act during yesterday’s vote – despite examples to the contrary in Washington, many Illinois Senate Republicans recognized that offering talented young people a chance to contribute to the state should not be a partisan issue.”

In his letter to the U.S. Department of Homeland Security announcing the state’s withdrawal from the federal Secure Communities program Governor Quinn wrote that, despite the stated purpose of Secure Communities to remove serious criminals, “more than

30% of those deported from the United States, under the program, have never been convicted of any crime, much less a serious one. In fact, by ICE’s own measure, less than 20% of those who have been deported from Illinois under the program have ever been convicted of a serious crime.”

Governor Quinn is not alone in raising concerns about Secure Communities. Recently, Rep. Zoe Lofgren and Senator Robert Menendez have been calling for an investigation into the federal government’s handling of the program, and a growing number of counties, cities, and police departments are voicing concerns about the damage this program is having on community policing. Additionally, Governor Quinn’s move comes as the Illinois State House of Representatives plans to take up a bill that would allow counties to opt out of the state’s agreement. California is currently considering a similar bill, the TRUST Act, that would make it possible for local governments to opt out of the Secure Communities program and set standards for cities that choose to participate. Meanwhile, following an

extraordinary effort by the Illinois Coalition for Immigrant and Refugee Rights (ICIRR) and courageous DREAMers themselves, the Illinois DREAM Act passed the state Senate by a 45-11 margin yesterday, with every Senate Democrat and 11 Senate Republicans voting in favor of the bill. Notably, the legislation would “establish a state commission to dole out privately funded scholarships to as many as 95,000 children of undocumented immigrants. No taxpayer dollars would be used.” The bill now moves to the Illinois House, where lawmakers will have an opportunity to ensure that Illinois is ahead of the curve in recognizing the important benefits of this legislation on Illinois’ economy and society.

Changes to the health care system affect everyone. Today, you can take advantage of five major benefi ts of the new health care law, and several other important provisions will go into effect by 2015.

To help you better understand the Affordable Care Act, which became law in 2010, the federal government created Healthcare.gov, a web portal

that explains what’s changing and when.

One person who knows the details of the new law is Mayra Alvarez, Director of Public Health Policy in the Office of Health Reform at the U.S. Department of Health and Human Services. In her position, Alvarez is tasked with implementing certain provisions of the law. Alvarez recently spoke to USA.gov and shared the fi ve most essential benefi ts that you can take advantage of today.

1. Coverage for Children with Pre-Existing Conditions

Previously: Health plans could limit or deny health coverage to children with pre-existing conditions, such as asthma or diabetes.

Now: The new healthcare law requires health plans to offer coverage to children regardless of whether their health issue was discovered or treated before getting the policy. “For the moment this only applies to

children, but by the year 2014 you will not be able to discriminate against anybody who buys coverage based on a pre-existing condition,” said Alvarez.

2. Elimination of Annual Limits on Benefi ts

Previously: Health plans could establish a limit on annual or lifetime benefi ts, which meant that many people with chronic health problems could end up with limited or no benefi ts.

Now: Health plans can no

longer put limits on the amount of care someone needs.

3. Young Adults Can Remain In Their Parents Health Plan

Previously: Health plans could exclude young adults from their parent’s health insurance when the individual reached a certain age or became a full-time student.

Now: Young adults can remain in their parent’s health plan until they turn 26. “For

young people, it’s important that they have health insurance so that they can focus on their career and not worry about where they are going to get coverage,” said Alvarez.

4. Preventive Care and Services

Previously: Some health plans were allowed to charge beneficiaries for the costs of certain preventive care measures.

The MacArthur Museum of Arkansas Military History will present “In Search of Pancho Villa: The Mexican Punitive Expedition of 1916” exhibition from August 27, 2010 to May 31, 2011. “In Search of Pancho Villa” is part of the Mexico 2010 project, a community celebration of the bicentennial of Mexico’s independence and the centennial of the Mexican Revolution.

The exhibition explores attempts by American forces to capture General Francisco “Pancho” Villa following his attack on a small border town and military camp at Columbus, New Mexico on March 16, 1916.

The attack highlighted a long history of animosity between the United States and Mexico dating back to the Mexican War of 1846-47 and the Occupation of Vera Cruz in 1914.

Villa proved elusive to American forces and President Woodrow Wilson issued the fi rst mobilization of National Guard forces in U.S. history as General John J. Pershing pursued Villa into Mexico with an army of 11,000 men. Finally, on January 12, 1917, President Wilson order American troops out of Mexico. Although Villa was never captured, the training received by the soldiers provided a valuable introduction to modern military techniques and for our nation’s

rapidly approaching involvement in World War I.

The MacArthur Museum of Arkansas Military History is a museum of the Little Rock

Parks and Recreation Department and was created to relate our state’s rich military heritage. The museum preserves the contributions of Arkansas men and women who served both in peacetime and in war.

the day’s activities,” Korte said. Families will be introduced to the booth volunteers and “Sunny”. “Sunny” will be posted on a big sign at each booth and the volunteers will give children a “Look For Sunny” sticker to wear. This will help the

children remember what they’re looking for. If a child becomes lost, they will look for the “Sunny” symbol and know that it is a safe place to go.

Once a child arrives at the booth, he or she will not be allowed to leave until a family member claims them. Each information booth has the ability to communicate with each other, so family members can go to any of the booths to inquire about a missing child.

Today’s THV and ¡Hola! Arkansas had been supporting the success of Riverfest by helping to provide “Sunny’s Safety Plan” for the whole family as a community service for the last 7 years.

The International Village is again part of Riverfest this year. “Take a tour of the world without ever leaving Riverfest,” said DeAnna Korte. The international Village will be open on Saturday and Sunday only, visit the Mexico booth and pick an issue of Hola! Arkansas. WASHINGTON, DC - The Social Security Board of Trustees today released its annual report on the fi nancial health of the Social Security Trust Funds. The combined assets of the Old-Age and Survivors Insurance, and Disability Insurance (OASDI) Trust Funds will be exhausted in 2036, one year sooner than projected last year.

The DI Trust Fund, while unchanged from last year, will be exhausted in 2018

and legislative action will be needed soon. At a minimum, a reallocation of the payroll tax rate between OASI and DI would be necessary, as was done in 1994. The Trustees also project that OASDI program costs will exceed non-interest income in 2011 and will remain higher throughout the remainder of the 75-year period.

“The current Trustees Report again refl ects what we have long known to be true – we need changes to ensure the long-term solvency of Social Security and to restore

younger workers’ confi dence in the program,” said Michael J. Astrue, Commissioner of Social Security. “The report also highlights the more near-term shortfall in the Disability Insurance Trust Fund. Our disability programs are complex, and there is a long history of well intended ‘reforms’ causing unintended consequences. The President sent to Congress our Work Incentive Simplification Proposal, which would be a good start for bipartisan debate. I urge the House and Senate to

review this proposed legislation carefully and schedule hearings this year.”

Other highlights of the Trustees Report include: Total expenditures from the combined OASDI Trust Funds amounted to $713 billion in 2010. Social Security paid benefi ts of $702 billion in calendar year 2010. There were about 54 million benefi ciaries at the end of the calendar year.

The DREAM Act came close to passage in the previous Congress, passing in the House and falling just fi ve votes short of the 60 required to move forward in the Senate.

The DREAM Act would provide affordable post-secondary education and military service opportunities for young undocumented immigrants who came to the U.S. as children, have lived here for at least fi ve years and have graduated from high school. The DREAM Act has the support of President Obama and former Secretary of State Colin Powell, as well as countless other public officials, military and business leaders and educators. Secretary of Defense Robert Gates has underscored the DREAM Act’s benefi ts for military recruitment.

The reintroduced bill includes a critical provision that

would restore states’ authority to determine students’ residency for purposes of higher education benefits, a provision that was removed from the bill voted on by the last Congress.

“Passing the DREAM Act would be a watershed moment for immigrants’ rights in America that is long overdue and vitally necessary,” said Joanne Lin, ACLU Legislative Counsel. “The students who stand to benefi t from this bill are talented, motivated young people who want to continue serving their communities and build a future in the U.S. It would be a tribute to American values of fairness and equal opportunity to give them the chance to match their capabilities with achievements that will help our nation grow.
