B. ConcurrentRequirements

(1) Atwo-bladedpropellerinstalledontheseapplicationsmustalsocomplywiththeinspectionrequirementsspecifiedinHartzellServiceBulletin HC-SB-61-269andAD2009-22-03(supersedesAD2006-18-15).ServiceBulletinHC-SB-61-269andAD2009-22-03(supersedesAD2006-18-15)requireaneddycurrentinspectionofthefilletradiiofthehub.Thisinspectionis a separate inspection than the requirements in this Alert Service Bulletin.

(2) Installationofa"B"serialnumbersuffixhubrequiresspinnerbulkheadmodificationorreplacementinaccordancewiththeRepairandModificationchapterofHartzellMetalSpinnerMaintenanceManual127(61-16-27).

(a) For applications using non-Hartzell spinner assemblies, contact the applicableTypeCertificateholderforreworkinstructions.

(3) Additionalservicedocumentsmayapplytothecomponents/propellersaffectedbythisAlertServiceBulletin.CompliancewithadditionalservicedocumentsmaybenecessaryinconjunctionwiththecompletionoftheAccomplishmentInstructionsinthisAlertServiceBulletin.RefertotheHartzellPropellerwebsiteatwww.hartzellprop.comforacross-referenceofservicedocuments.

(1) Therewasabladeseparationeventoriginatinginthelubricationholelocatedontheshoulderofthehubbladesocketinstalledina"left-hand"rotatingpropeller.

(2) ThisAlertServiceBulletinintroducesaninitialandrepetitiveeddycurrentinspectionoftheareaaroundthelubricationholeson"left-hand"rotatingpropellersinstalledoncertainaircraftmodels.

NOTE: Fortheaircraftmodelsaffected,the"left-hand"rotatingpropellersareinstalledontherightsideoftheaircraftwhenviewedfromthepilot'sseat.

(3) Therehavebeennumerousoccurrencesofhubcracksinitiatingfromthelubricationholeson"left-hand"rotatingpropellers,includingincidentsofin-flightbladeseparationinHartzelltwoblade"compact"seriesaluminumhubpropellers.Thelubricationholesonthe"left-hand"rotatingpropellerexperienceadditionalstressesnotexperiencedinthelubricationholesonthe"right-hand"rotatingpropeller.

(4) Hubcrackshavebeendiscoveredduringaninspectionfollowingareportofabnormal vibration or grease leakage. Such a crack may typically initiate in theareaaroundthelubricationholes.Asacrackpropagatesacrossthebladesocket,theprogressionacceleratesandmayresultinseparationofonebladefromthepropellerandmayfurtherprogresstoseparationofthepropellerorengine from the aircraft.

(5) AirworthinessDirective2008-13-28wasissuedtoaddressthissubject.

D. Description

(1) ThisdocumentprovidesInstructionsforContinuedAirworthiness(ICA).

(2) ThisAlertServiceBulletinprovidesrequirementsforaninitialandrepetitiveeddycurrentinspectionoftheareaaroundthelubricationholewhenthelubricationholeislocatedontheshoulderofthebladesocket.SeeFigure2.

(3) ThisAlertServiceBulletinprovidesinformationforreplacementofanaffectedhubwithan"A"or"B"suffixhubasanoptionalterminatingactionfortheinspection requirements of thisAlertServiceBulletin,AD2008-13-28,HartzellServiceBulletinHC-SB-61-269andFAAAD2009-22-03(supersedesAD2006-18-15)fortheeddycurrentinspectionofthefilletradiifortwo-bladedpropellers.

NOTE: Ahubwithan"A"or"B"suffixserialnumberhasthelubricationholelocatednearthehubpartingline.

(4) Revision3ofthisAlertServiceBulletinintroducestheoptionalterminatingactionforhubswithoutan"A"or"B"suffixserialnumbertoconverttotheoil-filledconfiguration.





E. Compliance

(1) PerformtheeddycurrentinspectiondescribedinthisAlertServiceBulletinwithin50hoursor12calendarmonths,whicheveroccursfirst,fromSeptember17,2007,theeffectivedateofthisAlertServiceBulletin.

(2) Afterinitialinspection,performtheeddycurrentinspectiondescribedinthisAlertServiceBulletinatrepetitiveintervalsnottoexceed50hoursofoperationor12calendarmonths,whicheveroccursfirst.

(a) RefertoHartzellServiceBulletinHC-SB-61-269and FAAAD2009-22-03(supersedesAD2006-18-15)fortheeddycurrentinspectionofthefilletradiifortwo-bladedpropellers.

1 Modificationoftheaffectedpropellertotheoil-filledconfiguration,inaccordancewithHartzellServiceLetterHC-SL-61-273,isanoptionalterminatingactionfortheinspectionrequirementsspecifiedinthisAlertService Bulletin.

2 Apropellerthathasbeenmodifiedtotheoil-filledconfigurationinaccordancewiththisAlertServiceBulletinandHartzellServiceLetterHC-SL-61-273mustnotbeinstalledonanyotherapplication,includingexperimental.

A. HubInspection

(1) Inspectionoftheareaaroundthelubricationholeonthepropellerhubmaybeperformed"on-wing"withoutremovingthepropellerfromtheengine.

(2) ThisinspectionmustbeaccomplishedbyqualifiedpersonnelatanappropriatelylicensedpropellerrepairfacilityorcertificatedpersonnelwithaneddycurrentqualificationinaccordancewiththeEddyCurrentInspectionchapterofHartzellStandardPracticesManual202A(61-01-02).

(3) On-WingInspectionProcedure:

(a) RemovethespinnerdomeinaccordancewiththeappropriateHartzellowner'smanual.

NOTE: Removalofthelubricationfittingisnotrequiredtoperformtheeddycurrent inspection.

(b) Beforeanycleaning,visuallyinspectforacrackedhubintheareaaroundthelubricationhole(acrackedhubcanhavetracesofgreasecomingfroma crack making the crack more visible).

(c) Clean the surface of the hub to remove oil, grease, or other contaminants thatmayinterferewiththeefficiencyoftheeddycurrentinspection.

NOTE: Paintremovalisnotrequiredforeddycurrentinspection.

(d) PerformtheAluminumHubLubricationFittingHoleInspectionspecifiedinVolume2ofHartzellStandardPracticesManual202A(61-01-02).RefertoFigure3.

(4) Ifacrackindicationisfound,hubreplacementisrequiredbeforefurtherflight.ReportanyfindingsofacrackedhubtotheHartzellPropellerProductSupportDepartment.

(5) Ifnocrackindicationsarefound,

(6) ReinstallthespinnerdomeinaccordancewiththeapplicableHartzellowner'smanual.





(7) MakeanentryinthepropellerlogbookindicatingcompliancewiththeOn-WingInspectionProceduresectionofthisAlertServiceBulletinandnotethetimeforthenextinspection.

B. HubInspectionatPropellerMajorDisassembly

NOTE: Propellermajordisassemblyisdefinedasanyrepairthatrequiresthehubhalvestobeseparated.

(1) Ifthepropellerhubhalveshavebeenseparated,performtheAluminumHubLubricationFittingHoleInspectionspecifiedinVolume2ofHartzellStandardPracticesManual202A(61-01-02)onboththehubinternalandexternalsurfacesaroundthelubricationholes.

C. OptionalHubReplacement

(1) Hubreplacementmustbeperformedbyqualifiedpersonnelatanappropriatelylicensedpropellerrepairfacility.Replacementoftheexistinghubwithahubidentifiedbyan"A"or"B"suffixletterinthepropellerserialnumberisterminating action for this Alert Service Bulletin.

NOTE: Installationofan"A"or"B"suffixserialnumberhubisalsoterminatingactionfortherepetitiveeddycurrentinspectionrequiredinaccordancewithHartzellServiceBulletinHC-SB-61-269andFAAAirworthinessDirective2006-18-15fortwo-bladedpropellers.

(2) Ahubwithoutasuffixletterorwithan"E"suffixletterintheserialnumberthatisremovedfromaircraftapplicationsaffectedbythisAlertServiceBulletin[asdefinedinEffectivity,paragraph1.A.(1)]isnottobereusedonanotheraircraft.Ahubremovedfromanaffectedaircraftmustberetired.RefertothePartRetirementProceduresinHartzellStandardPracticesManual202A(61-01-02).
