Wyniki badań – możliwość Research findings - udziału w kształceniu availability for learning • Większość kadry zarządzającej i pracowników MŚP zadeklarowało brak bądź niewielkie możliwości wzięcia udziału w kształceniu zarówno w czasie pracy, jak i poza godzinami pracy. Jest to problem powszechny we wszystkich krajach partnerskich – sezonowość, wahania aktywności w cyklu dziennym czy też zmianowość pracy nie mają wpływu na to zjawisko.

•Most owner-managers and employees reported lack or little availability for learning and development in working hours, as well as out of working hours. This is a universal problem for all countries – slack and busy periods within a year or on daily basis as well as shift work do not affect the availability for learning

• Udział w kursach prowadzonych w formie e-learningu nie jest popularnym sposobem zdobywania wiedzy i umiejętności w MŚP. Pracodawcy i pracownicy korzystają z e-learningu w sposób nieformalny podczas codziennej pracy i w życiu prywatnym, ale nie postrzegają tego jako sposobu uczenia się.

CHAPTER 1: INTRODUCTION

• The main objective of the guide is to promote INNOVATION not only in the framework of

the PAAE project but also in the training and employment policies and practices which are in force at national, regional and local level throughout the European Union.

• The PARTNERSHIP IN ACTION FOR EQUALITY IN EUROPE has developed some good

practices that will be explained in this guide. • Equal is part of the European Union’s strategy for more and better jobs and for ensuring

that no-one is denied access to them. Funded by the European Social Fund, Equal Program tests NEW WAYS OF TACKLING DISCRIMINATION AND INEQUALITY experienced by those in work and those looking for a job.

CHAPTER 2: PAEENET: Summary of each national project:

• PARTNERSHIP IN ACTION FOR EQUALITY IN EUROPE is composed by the following DPs: Partnership to develop ICTs´competences (Poland); Adaptatic.CLM (Spain) and Human Resources for XXI century (Portugal).

• OBJECTIVES: • To foster and insert companies and workers in the digital economy.

• To transfer expertise and results among the partners. • To exchange practice in ICT applications for resolving inequalities. • To research about ICT skills among SME, including skills for the knowledge Society. • To develop new methodologies to avoid info-exclusion, especially in SMEs (namely workers over

40-45 years old, women and rural areas). • To promote new methodologies and training, new approaches to increase ICT skills and lifelong

learning. • To learn mutually and empower in the fields of common instruments/methods/approaches/causes

and manifestations of discrimination. • To develop integral transnational solutions. • To exchange good practices related to implementation of the principle of equality between

women and men.

Goal: The goal of the project “Partnership for IT competencies development in Poland” is to counteract discrimination such as excluding older employees (40+ years old) from labour market because of their lack of IT knowledge and skills.

Goal: The project is based on the development and maintenance of employability and human capital, having in mind the necessity of a parallel intervention of the fund at two levels: one that acts on the workers and another on the employers (SME), enabling therefore, the cutting of both, the gaps or deficits of skills in terms of explicit and tacit knowledge in regard to the ICTs, management of information and knowledge.

Goal: Helping companies sited in “Comarca de la Mancha” (county of Ciudad Real), mainly to the SMEs managed by women and their workers (above all women, older than 45 years and employees with disabilities) to the adaptation to the use of new ways of management based on ICTs, particularly to the in force legislation about Information Society services, electronic signature and personal data protection.

CHAPTER 3: HOW DO OUR DPs SUPPORT SMEs to FACE ICTs CHANCES?

• A good practice can be defined, within this context, as anything that works in some way in combating forms of discrimination and inequalities in connection with the labour market, whether fully or in part, and that may have implications for practice at any level else-where.

• A good practice:

• It can represent practice at any level. • It needs not represent an overall project or program. • It could be a very specific process or activity. • It could also represent something that only emerges after comparison across

multiple settings, which may be more useful at the policy level than with program implementation considerations at the grassroots.

• Good practices of PAEENET:

– The self diagnosis tool addressed to measure the level of adaptation of enterprises to the digital economy (Portugal)

– Consultant Adaptatic & Digital Agents (Spain and Portugal) – The way Polish partners support SMEs of “digital exclusion” (Poland).

3.1: Creation of an innovative tool: The self diagnosis tool addressed to measure the level of adaptation of enterprises to the digital economy

(Portugal).

A self-diagnosis tool to define the company’s position within the digital economy, not only from an ITC point of view, but also from a broader point of view of information and knowledge. The objective of this tool is to help defining a group of actions to be implemented aiming the adequate insertion of the organization and its collaborators in the digital economy.

Portuguese DP will explain the following issues: - What: the activity - Transferable benefits - Beneficiary audience - Illustration: photographs, schemes. - Why: the background - How: the implementation - Obstacles: what did not work, and how were these overcome? - Success factors – what worked well?

3.2: New professional profiles: Consultant Adaptatic & Digital Agents (Spain). Within this chapter we will talk about the new professional profiles created by the Spanish

and the Portuguese DP: CONSULTANT ADAPTATIC & DIGITAL AGENTS. The Spanish and Portuguese DP will explain the following issues: - What: the activity - Transferable benefits - Beneficiary audience - Illustration: photographs, schemes. - Why: the background - How: the implementation - Obstacles: what did not work, and how were these overcome? - Success factors – what worked well?

3.3: The way Polish partners support SMEs of “digital exclusion” (Poland).

The Polish DP will fulfill the following questions in order to complete this chapter: - What: the activities - Transferable benefits - Beneficiary audience - Illustration: photographs, schemes. - Why: the background - How: the implementation - Obstacles: what did not work, and how were these overcome? - Success factors – what worked well?

CHAPTER 4: COMMON PRODUCTS:

4.1: Transnational Web and Intranet (www.paeenet.org): The partnership has developed a website and an Intranet, both in English, in order to

collect all the information about transnational activities/products as well as to allow members to exchange information, documents, etc, thanks to the Intranet.

4.2: Pilot experience with the self diagnosis tool:

– COMARCA LA MANCHA (Spain): the entities in charge of developing this pilot

experience have been the Town Council of Daimiel, who has carried out the experience with 6 employers and 6 workers, and CEOE-CEPYME, with 10 enterprises. The tool has been translated from English to Spanish and it is available in the Portuguese Website: www.rhxxi.uern.pt/rhxxi

– POLAND: the Polish DP has carried out the experience with 6 workers from Nowy

Sacz and Tarnów in Malopolska region and with 6 SMEs owners from Nowy Sacz Malopolska. The tool has been translated from English to Polish and it is available in the Portuguese Website: www.rhxxi.uern.pt/rhxxi

– NORTH REGION OF PORTUGAL: Portuguese DP developed this pilot experience

with 25 enterprises belonging to the north region of Portugal. They were in charge of adding all the modifications required to come into operation the self diagnosis tool.

CHAPTER 4: COMMON PRODUCTS:

4.3: Study about the adaptability of European SMEs enterprises to ICTs. This study is another common product that the Polish DP has coordinated. The comparative study has made possible to find: - Differences and similarities between partner countries and regions. - Barriers of ICT application. - Measures that should be taken in order to improve the competitiveness of SMEs and

people employed in the SME sector. The sample structure in the comparative study consisted of: - Spain: 112 cases: 56 owner-managers and 56 employees. - Portugal: 50 cases: 25 owner-managers and 25 employees. - Poland: 1887 cases: 1028 owner-managers and 859 employees. This chapter will collect the final conclusions.

CHAPTER 4: COMMON PRODUCTS:

4.5: Transnational evaluation.

- Fundación Insula Barataria, member of the Spanish DP, is the entity in charge of

carrying out the transnational evaluation.

- Methodology: evaluation questionnaires addressed to asses both the transnational meetings and the Steering Committees.

- Within this chapter the Spanish DP will write the final conclusions of the transnational evaluation.

CHAPTER 5: CASE STUDIES:

Within this chapter each DP will explain the characteristics of the selected

enterprises. These model enterprises should have developed good practices concerning the

adaptability of enterprises to ICTs.

Metodologia / Methodology

Metodologia pracy to tworzenie i upowszechnianie nowych metod i narzędzi, w szczególności takich, które mogą pomagać w autodiagnozie kompetencji ICT pracowników i przedsiębiorców. To także opracowanie nowego sposobu wykorzystania szkoleń tradycyjnych i e-learningowych oraz stosowanie nowych rozwiązań takich jak „konsultanci ICT dla MŚP”

The methodology that has been chosen will be a combination of creation and dissemination of new methods and tools, namely ICT auto-diagnosis to companies and workers, as well as new approaches in what concerns not only training and e-learning but performance of new "specialized ICT agents".

Wyniki badań - Research findings - wykorzystanie ICT ICT application Przedsiębiorstwa są dobrze wyposażone w ICT (szczególnie hiszpańskie i portugalskie), niemniej nadal niską popularnością cieszą się firmowe strony www i zastosowania e-commerce. Większość przedsiębiorstw (w przypadku Portugalii niemal wszystkie) dysponuje szerokopasmowym dostępem do Internetu. W Polsce 18% firm nadal korzysta z połączeń za pomocą modemu. Enterprises are quite well equipped with ICT (especially these from Spain and Portugal), however website and e-commerce applications are still not so popular as it should be. Most companies use broadband Internet connection - in case of Portugal almost all. In Poland still 18% of firms use analog modem

Firmy portugalskie i polskie nie wykorzystują ICT w celach szkoleniowych!!! Companies use ICT mainly for consumer-related processes, although other business applications are also popular. Portuguese and Polish enterprises don’t use ICT for training purposes!!!

Skype) Znaczna cześć przedsiębiorstw poczyniła inwestycje w ICT (głównie w sprzęt) lub planuje je poczynić – są one finansowane przede wszystkim ze środków własnych przedsiębiorstw, chociaż daje się zauważyć rosnące zainteresowanie środkami z UE.

SMEs do not take advantage of e-learning, e-banking and and communicators, eg. Skype Many companies invested or are going to invest in ICT (mainly in hardware). These investments are financed mainly from companies’ own resources, however there is growing interest in EU founds.

Konkluzje Conclusions

Należy zauważyć, że większość spośród MŚP, które wzięły udział w badaniu są stosunkowo dobrze wyposażone w ICT (sprzęt i dostęp do Internetu); jednak w dalszym ciągu pozostaje wiele niewykorzystanych możliwości związanych ze stronami internetowymi, bankowością elektroniczną, komunikatorami i e-learning’iem. It should be noted that most of SMEs which took part in the research are relatively well equipped in ICT (hardware and Internet connectivity) but there is still room for improvement in ICT application, especially if we take into consideration opportunities connected with websites, e-banking, communicators and e-learning.

Konkluzje Conclusions Większość pracodawców zdaje sobie sprawę, że nawet jeśli pracownicy są wysoko wykwalifikowani zawsze istnieje potrzeba rozwijania ich umiejętności, ponieważ wiedza jest kwestią podstawową dla rozwoju i i efektywności przedsiębiorstwa. W tym kontekście wydaje się, że przedsiębiorstwa w dalszym ciągu nie doceniają roli komputerów i e-learning’u w programch szkoleniowych. Owner-managers (most of them) are aware that even if employees are highly qualified there is always need for updating their skills, because knowledge is the key issue for the company development and effectiveness. In this context it seems that enterprises still underestimate the role of computers and e-learning in the training schemes.
