should follo& and all the places on the route that a device could be secreted. The plan is presented in a logicalmanner to cover all options and to ensure no overlap or omission. The plan allo&s a searcher to concentrate on
the actual searching &ithout &orrying about missing something.
1E/?.2 hen searching# it should be borne in mind that a terrorist may try to match the device to the

their normal officer or senior rating. In this &ay# an unusual ob(ect is more li'ely to be identified. earchparties &ill &or' in pairs &ith one searching KhighK and one searching Klo&K. If a suspicious ob(ect is found#
one of the pair &ill remain on sentry &hile the other reports the find. To manage any search efficiently ship0sstaff &ill use M?/? radios but operating channels should be limited to those previously &or'ed during the
voyage. The search controller (eg. SSO)&ill 'eep a record of all reports from the search groups to ensure allspaces are chec'ed and that the master al&ays has an up to date search status. Buring the search routine any
lifts should be turned off.

terrorists to get close to their target. 4lso space in ships is at a premium compared &ith ashore# and long )ueuesof passengers# or other visitors to the ship# &aiting on an open gang&ay to pass the search control may cause
irritation. ?o&ever# this option may be necessary &hen there is no on shore screening or &hen# during a highlevel of threat# a double chec' is necessary.8

1E/?.16 Physica( Searchin*, $hysical searching is best carried out in a screened off area# as privacyminimises embarrassment and increases effectiveness. $eople being searched should not be given theopportunity of selecting a particular searcher. !ne officer should be delegated to observe people &aiting and
note suspicious behaviour and allocate persons to available searchers to ensure no over,loading.
1E/?.13 Meta( %etection, $eople can be screened by passing through an arch&ay pre,set to trigger an
alarm if a certain amount of metal is carried through. ?and,held metal detectors can be used for screeningindividuals. ?o&ever# metal detectors &ill not pic' up e-plosives# plastic &eapons or inflammable li)uids
carried in glass or plastic containers. =etal detection should be augmented by a physical search of a proportionof those being screened# including some &ho do not alarm the detector. This &ould increase the chances of
detection and acts as a po&erful deterrent.8

Vapour %etection, 4ir sampling systems# either static or hand,held# can be used to

F8Ray Systems, =odern e)uipment is capable of producing images of good definition
and penetration. ?o&ever# O,ray e-amination may not detect e-plosives and plastic
&eapons nor &ill it allo& identification of the actual li)uid in bottles or other containers.=oreover# it is possible to camouflage the image of &eapons and devices by the use of
other dense materials# such as lead crystal glass. The use of O,ray e)uipment musttherefore also be accompanied by a percentage physical chec' of baggage# including a
proportion of baggage that does not arouse suspicion. !perator efficiency decreasessignificantly after only a relatively short time# particularly at pea' screening periods# so
