Kapil Sibal is a very versatile personalitya lawyer by profession, a poet and lyricist by choice,and a politician by accident. He was initiated into the political arena late in life in 1998, when hewas nominated to Indias Upper House of Parliament, the Rajya Sabha from the State of Bihar. In2004, he won the election to the Lower House of Parliament, the Lok Sabha, and was made Minis-ter of State for the Ministry of Science and Technology and the Department of Ocean Development.Owing to his visionary insight, the Department of Ocean Development was made into a full-fledged Ministry of Earth Sciences. He was made a Cabinet Minister for the Ministries of Scienceand Technology and Earth Sciences, where he introduced notable programmes and policies.
As Minister for Human Resource Development, he set about creating a viable, vibrant, contem-
porary and holistic educational system. His notable achievements were to bring in at the schoollevel the Right to Education Act for 6-14 year old children; the Continuous and ComprehensiveEvaluation (CCE) system to replace the archaic examinations in schools; as well as a pan-Indiacommon curriculum for science, maths and commerce. At the college level, Kapil Sibalhas introduced a semester system and a common entrance exam system for engineering.Several other far-reaching initiatives with regard to accreditation, regulating the entry of foreigneducational providers, innovation universities and others are awaiting Parliaments assent. Histenure as Minister for Human Resources witnessed phenomenal expansion in the establishmentof new national level institutions of higher education such as: IITs, NITs, IIMs, IISERS, Central
Universities and other prestigious institutions. As Minister of Communications and InformationTechnology, he has been responsible for the triad of interdependent and synergistic policies fortelecom, IT and electronics manufacturing, which inter alia seek to:
1. Optimally leverage and develop ICT infrastructure and capabilities to meet thegrowing needs for high quality social sector services like health, education, ruraldevelopment, skills development, welfare programmes, e-governance services, aswell as economic services like banking and insurance.
2. Use the ICTE capabilities to enhance competitiveness and efficiency in manufactur-ing across the board and in a key infrastructure sector like power.
3. Leverage the mushrooming demand for ICTE products and services to foster innovation,encourage R&D through academic institutions and industry, and to create a range of prod-ucts and services that not only meet domestic demand but also address global demand.
4. Reposition mobile phones from mere communication devices to instruments ofempowerment that combine communication with proof of identity, full securefinancial and other transaction capabilities, multi-lingual services, etc.

r J Satyanarayana assumed the office of Secretary to the Government of India, Depart-ment of Electronics and Information Technology on March 14, 2012. A member of theIndian Administrative Service (1977 batch), Andhra Pradesh Cadre, Satyanarayanawas Special Chief Secretary to the government of Andhra Pradesh before taking onthis current assignment. During his various assignments in Andhra Pradesh, he hasserved as Principal Secretary Health, Medical & Family Welfare Department; PrincipalSecretary IT and Communications, and CEO of the National Institute for Smart Govern-ment (NISG).
With an MSc in Physics and an MBA from the University of Ljubljana (Slovenia),Satyanarayana has made wide contributions in the field of e-governance. As thefounder of e-Seva, a one stop shop for citizen services, he was responsible for mentor-ing NISG as a Centre of Excellence in e-government consultancy and capacity building,leading to the formulation of e-governance and capacity building roadmaps for thestate governments and union territories in India.
He was responsible for the conceptualisation and development of large e-governmentprojects for various central and state government ministries, including the extremelysuccessful MCA 21 for the Ministry of Corporate Affairs, e-Biz for the Ministry of Indus-
tries, the Passport Seva Project for the Ministry of External Affairs, Bangalore One ande-Procurement for the government of Karnataka, and the Goa Broadband Network forthe government of Goa. He has been instrumental in training the political leaders andpolicy makers on the concepts and principles of e-governance.
His books, titled, e-Government, the science of the possible and ManagingTransformation: Objectives to Outcomes capture his wide experience in the field ofe-governance and management. J Satyanarayana was honoured by the Council ofMinisters of Andhra Pradesh by the passing of an extraordinary resolution, placing hisservices on record for the successful implementation of the CARD project, that involved
the computerisation of the Registration and Stamps Department in the state, in 1998.

Dr Ajay Kumar is a member of the Indian Administrative Service (1985 batch). As theJoint Secretary in the Department of Electronics & Information Technology, Governmentof India, Dr Kumar is currently responsible for the promotion of the electronics hardwareindustry, the development of human resource for IT and electronics, as well as the devel-opment of e-infrastructure and e-learning initiatives in the country.
In his previous posting as the Principal Secretary for the Information Technology Depart-ment, Government of Kerala, his significant achievements included: IT investments inthe state growing to three times the national average during the period; scaling up ofe-governance initiatives within the government; and a focus on several niche projects,including mobile computing, cloud computing and open source computing.
Dr Ajay Kumar has received over 20 international and national awards for various e-gov-ernance initiatives including the Stockholm Challenge Award, the National E-governanceAward, the eIndia Award, the CSI-Nihilient Award, the Manthan Award, etc. He has alsowon a citation by the Honble Prime Minister of India. His work has appeared in severalnational and international journals/conferences.

r Ajai Chowdhry, one of the six founder members of HCL began an exciting journeythree decades ago with a dream to give India its very own microcomputer. The sheerclarity of vision and hard work led to a revolution and laid the foundation for the IndianIT industry, taking India to the league of major economies of the world.
HCL, Indias original IT garage start-up founded in 1976, today is an Rs 26,318crores (US $ 5.7 bn) global enterprise and Ajai Chowdhry has been a key forcein driving the growth of HCL. He led the foundation of HCLs overseas operations,starting with Singapore in 1980s and later expanded to the other South AsianMarkets. Ajai Chowdhry, son of an IAS officer, has also been a key force in driv-ing the growth of HCL Infosystems, the flagship company of the group. He tookover the reins of HCL Infosystems in early 90s and became the chairman of thecompany in 1999. His leadership infused tremendous energy taking the companyfrom a turnover of Rs 400.6 crores (US $ 89 mn) in 1994 to Rs 11, 542 crores(US $ 2.6 bn). The company today has emerged as the countrys information-enabling powerhouse and was also awarded Business Superbrands by TheBrand Council and rated the Most Trusted Indian IT Brand by Economic Times in2010-11.
Ajai Chowdhry has constantly been driving a vision of IT for the masses and hasbeen on several government committees working towards taking PC and broadbandinto every village in India. It was this vision that made HCL Infosystems the firstcompany in India to create special products for the rural market place like a rural PCthat works on a car battery or specially developed financial inclusion software andhardware products.
Ajai Chowdhry has been a great believer of manufacturing and has been nomi-nated as member National Manufacturing Competitive Council (NMCC), apexadvisory body to provide inputs for framing government policies. He has also
served as Chairman of Confederation of Indian Industrys (CII) National Commit-tee on Technology and Innovation till 2010. He has been aggressively advocatingan Integrated Systems approach to Homeland security and is a key member of thetask force set up by CII to advice the Government of India on Internal Security &

In 2011, the Honble President of India conferred Ajai Chowdhry with the prestig-ious Padma Bhushan, one of the highest civilian honours, as recognition of his

He was also honoured with the CNBC Asia Business Award 2010for the Viewers Choice category reinforcing his vision and leadership by the com-mon man. He was awarded the India Innovator of the Year Award by then HonbleFinance Minister, Shri Pranab Mukherjee at the 6th edition of CNBC TV18 IndiaBusiness Leader Awards 2010.

The Electronics and Computer Software Services industry is continuing to play a key rolein Indias exports, which is treading the high growth path. Indias electronics and ICTentrepreneurs are setting high standards by competing in the global arena and creatingnew niche markets for their ICT products and services.
A growing recognition of Indian capabilities in this knowledge-based industry and acongenial business environment created by pro-active government policies is indeedpaying rich dividends to the country.
Electronics hardware exports have shown some resurgence in the recent past, however, astrong push is required to strengthen the hardware-manufacturing base in the country, ascompetition is getting intense with the emergence of several other players. India needs tobuild up a strong hardware base to remain strong in the software field.
The demand for electronics in India will amount to around US$ 400 billion by theyear 2020. The main segments contributing to this growth are expected to be wirelesscommunications, consumer electronics, aerospace and defence, medical devices,identification and security solutions. The largest volume of manufacturing will be inconsumer electronics goods, followed by communication and broadcasting equipment.
While domestic consumption shall continue to be the main driver of Indias electronicsindustry, it is expected that export opportunities will also witness a high growth.
We are sure that the EFY Expo will project India as a reliable hardware supplier and also apreferred destination for hardware manufacturing. There exists excellent opportunities forrelocation of hardware manufacturing from various countries to India.

The time has come for the Indian electronics fraternity to show its acumen tothe world. After IT, it is now time for the electronics industry to grow rapidly.The government, as you know, is ready to extend its full support to the industry.Some recent policy decisions of the Central government, such as the NationalElectronics Policy 2012, the Preferential Market Access Policy, and the Electron-ics Manufacturing Cluster Policy, are proof of that.
If we in India do not make good use of this opportunity, we will always remaindependent on other countries for our needs. This will also be a great drain on Indiasforeign exchange resources. As is now being acknowledged, if we continue to importelectronics and IT products instead of manufacturing them in India, the foreignexchange drain on the country due to this will exceed what we spend to import crudeoil and its derivatives.
Realising this, EFY took another initiative to bolster the Indian electronics indus-try by launching the Electronics For You Expo in 2011. EFY is keen to sensitisethe country about the need to set up a complete ecosystem for a progressiveelectronics industry in India. However, sourcing being an important part of theecosystem, we shall be placing greater emphasis on this aspect, from nowonwards.
This Expo is now in its third year, thanks to your kind support and good wishes.Though we have the support of almost all the associations concerning electron-ics in India, ELCINA (Electronic Industries Association of India) is playing avery special role in the Expo and the conferences as a Knowledge & ExhibitionPartner.
The Electronics For You Expo 2013 is being held once again at Pragati Maidan,New Delhi, in February, from the 21st to the 23rd of the month. We will continue todo our best in the coming years, too, as we view this Expo as a responsibility and amission. Electronics For You Expo 2013, the first of its kind
electronics event from the leading publication
house, EFY Enterprises, which caters to South
Asias electronics industry, is now into its third year.With the sole aim of accelerating the growth of the
electronics industry in India, the Expo focuses not
only on components and manufacturing equipment
but on the entire electronics ecosystem.
The three day event will take place at Pragati Maidan,
New Delhi, from February 21 to 23, 2013. The Expo will

ELCINA, the knowledge and exhibition partner ofEFY Expo, has helped us develop the Expo into
a high value platform, to act as a catalyst to
accelerate the growth of the electronics industry. This
can be done by facilitating the acquisition of technol-
ogy and through joint ventures between Indian and
global players. ELCINA has been in close coordina-
tion with the EFY Group in planning and executing new
strategies to make the Expo even more successful.
ELCINA has been associated with the EFY Expo
since its first edition. It is making special efforts
to attract visitors from abroad and fellow delegatesfrom India. This would pave the way for more
meaningful interaction between the participants,
delegates and visitors, who want India to gain the
manufacturing advantage.
It has been very encouraging to see a large number of
ELCINA members participate in the last two editions.
However, in order to ensure that members continue
their association with the EFY Expo, we have worked
on certain improvements suggested by them, in
close coordination with ELCINA.

Due to its high credibility within the industry,
EFY Expo 2013 has earned the support of
some major organisations. This will help it to
penetrate every level of the electronics industry and,
in turn, benefit all segments of the industry, like the
SMEs and traders, besides the manufacturers, design
engineers, etc.
The National Small Industries Corporation (NSIC) has
agreed to support EFY Expo 2013 once again. This implies
that units registered with the Ministry of Small and Medium
Enterprises (MSME) will qualify for subsidised participa-
tion charges while setting up a booth at the Expo. We hope
this support will help in the growth of medium and small
enterprises, which is one of the major goals of EFY Expo.
NSIC is also supporting EFY Expo
This has been possible because of the huge success
of the EFY Expo 2012 and the aggressive promotional
and marketing campaigns initiated by the EFY Group
this year, which include advertisements in EFY Group
publications such as Electronics For You and Elec-
tronics Bazaar along with online advertisements on
our various portals; newspaper advertisements in
leading national dailies; online advertising and pro-
motion through popular websites such as Google,
Facebook, Twitter and LinkedIn; and road shows at
leading electronics hubs such as Delhi, Bengaluru
and Chennai.
An Indian Expo for the globalelectronics industry
No electronics exhibition is complete without an interna-tional focus. Large scale participation of foreign compa-
nies is a must to make an electronics expo successful.
Keeping this in mind, the EFY Expo team has made an
all out effort to get on board more foreign companies
to participate in the exhibitioneither as exhibitors or
as buyers.
The EFY Expo 2012 witnessed a growth of 35 per
cent in international exhibitors. This year over 50
international companies are participating from
countries like China, Taiwan, Japan, Germany,France, Singapore and Korea. We have tied up
with several foreign electronics associations, and
have interacted with embassies and associations
in Singapore, Korea, Japan, Malaysia, Sri Lanka,
Bangladesh, etc. Hence, the EFY Expo 2013 is a
perfect platform for foreign and Indian players to
network, interact and explore business possibilities
with each other.

The EFY Expo has always promised something
new for the electronics industry every year.
This year is no different with the introduction
of the Live SMT line at the Expo. This new concept
has been made possible by the EFY Group, in asso-
ciation with ELCINA and with support from the De-
partment of Electronics and Information Technology
(DeitY), in an effort to make the exhibition more fruit-
ful for the electronics industry.
Essentially, the live SMT line will be a complete SMTproduction set-up, for a low to mid-volume manu-
facturing unit, keeping the needs of Indian SMEs in
mind. Through this initiative, we hope to create a

It is part of EFYs aim to promote interaction between
design engineers in order to build a strong electronics
design community in India. Creating a community of
like-minded engineers and fostering interaction between

The Department of Electronics & Information Technology (DeitY), is a department under the
Ministry of Communications and Information Technology, Government of India. The mission of

ELCINA
ELCINA was established in 1967 as the first industry association supporting electronics
hardware, at a time when Indias electronics industry was still in its infancy. Since then,
ELCINA has established itself as an interactive forum for electronics and IT manufactur-
ers. ELCINA actively interacts with the government and advises it on policy and business
environment issues. It networks with technical institutions and business support organisa-tions in India and abroad to enable business expansion and information dissemination on
technical developments. With greater liberalisation, ELCINAs focus has shifted to offering
professional and value added services to the electronics community.
While ELCINAs focus was originally on promoting the manufacturing of components-
the building blocks of the industry, ELCINA (now renamed as ELCINA Electronic Industries
Association of India), has broadened its horizons and increased its activities to include
the development of the entire electronics and IT hardware sector. ELCINA now focuses on
promoting the manufacture of:

Other evolving areas in electronics such as medical, automobile, electronic design, em-

Its focus is to support the value chain for consumer electronics, telecom and comput-

ELCINA believes that the government and the industry need to work together to stimulate
