It lms been common remark thatthere was nothing but "the Shah"in the English papers during thatdusky monarch's visit to England.There was evidently a purpose in all
the fu3 made on that occasion,which the following item in a lateLondon paper paitly indicates:"The Exchange Telegraph Companyis informed on high authority thatthe Shah has consented to an im-
portant agreement in regard to thepassage of British troops throughPersian territory."
An English judge, Uaron Martin,when recently pronouncing sentenceon a prisoner convicted of murder,said: "The evidence was aboutthe cleaiest and the most direct that,after a long cours-- of experience inthe administration of justice, I iiacever known. I am as satisfied as I
can be of anything that (.liegoriodid not inllict the wound, and thatyou were the person that did."Yet, a writer in a London papeisays, "a few days aflei wards Gre-yori- o
confessed to the act and wasultimately sentenced to five gears'penal servitude." A jurymanwho has read the papers and foimedan opinion, therefore been ruled outof the panel, might have ai lived ata correct judgment where the regu-

THE PASSPORT SYSTEM.
This journal has often contendedthat our passport svstem, by whicha person is compelled to piocuie apet in it from the government beforehe can legally leave the country, andthe levying of a tax of two dollarsper individual upon all persons land-
ing here, are both injurious to thecountry's interest. The contentionis here again reiterated, supportedby an incident in point as regardsthe two dollais tax. .Some six oreight of the through passengers bvthe steamship Alameda, on her lasttrip from the colonies, conceived theintention before i caching Honoluluof stopping ocr here for a week
and then proceeding by the Austia-li- a.
This intention had been formedon the voyage through inioimationacquired on board relative to theseislands. Later on, when these pas-
sengers were advised that thywould have to pay two dollars apiecebcfoie landing, the' kicked likesteers and decided to go on with theAlameda. All explanations regard-
ing the object of the tax had no ef-
fect upon them. The amount to bepaid was no consideiation, but theyobjected on principle, consideringit an imposition, and thus the coun-
try lost the benefit that wouldhave accrued to it from the expen-
diture consequent on a week's so-
journ of six or eight well to do peo-
ple. It is to be hoped that the nextLegislature will be composed of gen-
tlemen suflieiently progressive torescind the illiberal enactment whichcompels people to pay an entrancefee into the country and another for
permission to go out of it.
THE AMENDMENT.
It is admitted, on the part of thepelitioneis for cdling the Legisla-
ture, that there is loom for aigu-me- nt
as to the advisability of suchaction. But it is impossible to un-
derstand why the planting interestis opposed to a constitutional amend-
ment of the kind proposed. .Statu-
tory icstriction of Chinese imm-
igration is being fauly canted out,
but, if that is to be the only re-
source of the classes suffering fromChinese competition in trade and in-
dustry, the tunc must come when itwill clash directly with the laboi
of planters. The amend-
ment to the Constitution asked forcomes in with a ptopobition to find
telief in measures that will not con-
flict with planting interests. Thesemeasures cannot bo gained withoutconstitutional amendmrnt, as theSuprexe Court leports aheadyamply prove. Scvoiol piominentplanters have conceded the reason-
ableness of the agitation and giventhe benefit of their counsel towarddevising means for effecting the ob-
ject. Throughout the present move-
ment of the working people of Ho-
nolulu, the opposition through the
press, where only the proposition
has been opposed publicly, has been
completely divested of all argumentpertaining to the real question.
Tli'oro has been plenty of talk ontho matter of Chinese exclusionwhich is not up for discussion atall, and upon the liability of doinginjustice to Chinese now having in-
terests here which is not contem
plated but emphatically disavowedby the mocrs. Mr. Horner, a
planter affects impartiality andsomething like magnanimity in hisremarks on the agitation, but reallyattempts the unkiudest cut of all.When he says this movement will befollowed by a similar one against thePortuguese, he is stating an absurd-
ity with n motive so apparent as tocause astonishment that a man ofhis calibre should imagine it capableof concealment. The only opposi-
tion to Portuguese has come from
the planters' aide on account of
their comparative cxpensiveness aslabor, with perhaps some from na-
tives because Portuguese show an
eagerness to be landholders. Buci-nes- s
and working men, however,know that whenever a Portuguesegets ahead jn trade oi mechanicalskill, he becomes so ambitious forposition in reputable society as tobring him out of the tanks of com-
petitors on unequal terms with othernationalities.
AIMLESS AGITATION.
Notwithstanding the authoritativedenial of the rumor about an Amer-
ican protectorate, it is said that thenative mass meeting to protestagainst such a mcasitie will takeplace all the situe. Without sayinganything against free speech, it isimpossible to commend an) thing inthe nature of clamor without a
definite purpose. If this meetinghas been called to denounce a
and there is no protector-ate to be denounced, then tliete is
no sense in bringing the people to-
gether to listen to lurid oratoty onothei subjects. It is suspected thatthe wiie-pulle- is aic attempting tosvvinir tho advertised meeting intoline against the agitation in behalfof a Chinese restriction amendmentto the Constitution. If the Chinese
merchants be deceived by any sym-
pathy they obtain fiom such asource, then they are less shrewdthan they arc generally creditedwith b$ing. But they will probablysee that a gathenng diverted fromanother purpose to pay thcni natter-ing attentions must be cnginceiedy a group of politicians vvitii no
higliei object in view than to cijolcthem into providing the "sinews of
war" for the elections. When thatpin pose is accomplished the squeezedChinese oranges will be lluownaside. Any agitation of the publicmind without a cleat ly defined ob-
ject presented to the eye of the peo-
ple is liable to do harm. Of course

BIGGEST BANQUET ON RECORD.
On August 17th the Municipalityof Paris gave a dinner at the Palais
'do l'lndiiblrie. It was given to theprovincial mayors, who numbered13,000, and the senatois, deputies,town counsellors and journalistswho sat down with them numbered2,000 more. Ninety-fiv- e cooks andone hundred assistants pieparcd forthe dinner, GOO gallons of soup, 123of sauce, fiGOO pounds of fish, 3,100pounds of beef, COO ducks, and1,200 geese. The guests were wait-ed upon by 1000 waiters and 40butlers. The number of plates usedwas 80,000, and if piled up theywould attain a height of C000 feet.There were 15,000 bottles of claret,3,000 of Graves, 1,800 of Madeira,4 ,300 of Poniard, and 4,000 of cham-pagne. They were kept cool in sixtons of ice. Thirty thousand rollswere baked.

and Meek is expelled as the Com-
mittee recommended.There was no evidence to show
that any other player in the Leaguehad played crooked during the sea-son.
