2. Context of revitalization in Poland

• In the years 2004 – 2006 the resources available for revitalisation activities were very limited

• In the programming period 2007 - 2013 the total amount devoted to revitalisation activities is more significant but still insufficient

• JESSICA initiative is implemented under 2 Measures of Wielkopolska Regional Operational Programme:

- Measure 1.4 “Support for the Investments linked to Regional Strategy for Innovation”, Scheme III: ”Investment in support of business environment institutions in urban areas”.

- Measure 4.1 ”Revitalisation of urban areas”

• Total allocation for JESSICA – 66 264 706 euro out of which 50 875 000 euro come from ERDF and 15 389 706 is state budget contribution

3. EIB as the Manager of JESSICA HF

• EIB is indicated in Regulation no. 1083/2006:

”When such operations are organised through holding funds,(…) theMember State or the managing authority shall implement them through one or more of the following forms:(…)

c) the award of a contract directly to the EIB or the EIF”

• Memorandum of Understanding between EIB and the Managing Authority – October 2008

• Long-lasting negotiations – October 2008 – April 2009

• Funding Agreement – April 2009

4. Main activities of the Manager of JESSICA HF

• Identification of urban projects in Wielkopolska in cooperation with PWC – a list of potential projects shall be ready until the end of 2009

• State aid programme - cooperation between EIB, MA and the Ministry for Regional Development

- first draft submitted to the EC in September 2009

- directly based on the Treaty

- proportional intervention

- net present value of projects with JESSICA funding and without it

- conditions for funding investments under JESSICA shall be better than market conditions

- final beneficiaries shall be able to repay loans over longer priods of time

- notifation expected in April 2010

4. Main activities of the Manager of JESSICA HF

• Selection criteria for UDFs – to be presented by EIB during the next meeting of the Investment Board

• Preparation of selection procedures

• Selection of 2-3 Urban Development Funds until the end of 2009

• Agreements with UDFs and transfer of resources to the chosen UDFs

• Development and adoption of the criteria for selection of Urban Projects – March 2010

• Announcement of selection for urban projects – April 2010

• First agreements on carrying out urban projects – until the end of 2010

5. Revitalisation programmes

• Requirement for developing revitalisation programmes - according to art. 43 of the Commission Regulation (EC) no. 1828/2006 the JESSICA Initiative funds investments in public and private partnerships as well as other urban projects included in Integrated Development Plan for Urban Areas

• Guidelines regarding the rules of developing revitalisation programmesenabling to apply for support within the framework of the JESSICA Initiative –Managing Authority (September 2009)

• Ways of recognizing dysfunctional areas:- The choice of dysfunctional areas based on at least three of the criteria applicable within the framework of Integrated Regional Operational Programme;- The choice of dysfunctional areas based on at least three of the criteria applicable within the framework of URBAN II community initiative; - The identification of dysfunctional areas based on the criteria of the support for actions related to housing;- A detailed description indicating reasons for which the areas should be subject to revitalization measures

6. Potential urban projects

Old Gasworks – neglected, partly devastated post-industrial area in the very

centre of Poznań of high architectural value (built in XIX century)

• 3 different owners (gas, sewage treatment and water supply companies)

• Huge need for revitalisation investments

• Stages of implementation:

- feasibility study

- creation of company into which 3 presently located in this area companies will contribute land

- gaining financial resources

- carrying out the project (cultural center, not dependent on municipal budget) until the end of this programming period

- total value – about 40 million euro
