The policy has come to represent an about-face from conditional assistance and investment associated with the Washington Consensus. Although often well received in much of the global South, this policy has drawn a lot of criticism from the West and others. These commentators have perceived non-interference as an opportunistic and often inconsistent instrument for enabling China’s increasing access to African resources and markets. This article suggests that despite some consistent support for the rhetoric of non-interference, China’s implementation of the policy has become increasingly varied and contextualized in reaction to Africa’s ever-more diversified political and economic landscape since the early 2000s. Over the past decade, such an arrangement for pursuing China’s resource-security goals overseas – namely, securing long-term supply contracts and accessing exploration rights – has proved more effective in Africa than in South America. This article discusses the reasons for this regional variation by providing a comparative study of China’s economic statecraft in Angola and Brazil, focusing on the deployment of infrastructure-for-oil deals. It argues that the variation in China’s energy-security outcomes (long-term supply and access to oil equity) in Angola and Brazil can be attributed mostly to fundamental differences between the institutional structures of each country’s oil industry. Although this foreign policy instrument has worked well for the centralised structure encountered in Angola, it has been less suitable for the far more liberalised and regulated environment that characterises Brazil’s oil sector. By exploring enjawulo, the locally embedded cultural, social and economic notion of work and labour, I reveal how relations between Chinese employers and Ugandan employees are shaped by the former’s knowledge and acceptance of this practice. This analytical lens contextualises the two groups’ divergent goals, opinions and aspirations, examines the interpersonal dimensions of their social relations, and also analyses employers’ and employees’ opinions on labour conflicts, cooperation and understanding. The goal of the paper is to explore and deconstruct the context in which Chinese store owners and their local employees interact, cohabit, and sometimes even find common ground, despite markedly different economic, social, cultural, racial and linguistic backgrounds. On both sides, the establishment of this partnership was motivated as much by diplomatic, strategic, and even ideological considerations as by economic ones. For Beijing, economic and trade cooperation with Addis Ababa is a means rather than an end in itself. For Ethiopia, however, partnership with China mainly serves the internal political and economic purposes of the regime that has been in place since 1991, under Prime Minister Meles Zenawi for 20 years and, since his death in August 2012, under his successor Hailemariam Desalegn. The relationship is characteristic of the special but asymmetrical links Beijing has sought to establish with countries of the South that are strategically important but economically backward. It also illustrates the attraction the “Chinese model” of development holds in Africa and elsewhere. (China Perspect/GIGA)

This paper, which is framed from a geographical perspective that is often absent or neglected in studies covering China–Africa, focuses on the spatial forms and dynamics. It depicts the way in which two contrasting Chinese economic entities – a state-owned company in Chad and privately owned commercial malls in Johannesburg, South Africa – engage with their respective host environments. While drawing on concepts of “liminality” as well as “heterotopias”, I argue that the modalities of the Chinese footprint are characterised both by closure and interaction, creating a dynamic tension that produces its own set of unique practices. This ambivalence between enclave and active linkages with host societies is not only perceivable from a spatial point of view, but also emerges with regard to economic strategies. In the midst of a transitional period, along with a launching and a consolidating phase, the Chinese economic entities in both case studies show signs of change in terms of behaviour and territorial foothold. After introducing the general situation of Chinese trading companies and the labor market in Ghana, I explore the factors that tend to make Chinese-African employment relations in the trading sector dysfunctional and conflict-prone. In a qualitative ethnographic account, I investigate recruitment processes, interpersonal relationships, concepts of authority, and sanctions and incentives, and elaborate on the specificities of diverging interpretations of reciprocity, social roles, practices and related symbolic significations within the interpersonal relations between Chinese employers and Ghanaian employees. I argue that these dimensions of interpersonal relations are crucial for understanding the development of conflict in the economic field analyzed, and also suggest an alternative reading of Chinese-African industrial labor conflicts, which have so far been discussed exclusively in terms of violations of formal regulations by Chinese enterprises, and their exploitative and abusive practices. The size and potential of China as a world power leads to the level of expectations the country faces from the developing world. However, some elements of these expectations are also created through political discourses which emphasise differences with Western countries. The types of promises that the Chinese leadership makes to create such enthusiastic welcome amongst African political leaders are linked closely to the discourse on South–South cooperation. Albeit different from Western development assistance promises and parallel attempts to produce moderate expectations, the current discourse is thus partly sowing the seeds for future disappointment. This article takes a closer look at the discussions around South–South cooperation in China–Africa relations and at key rhetorical features (‘mutual benefit’; ‘non-interference’) and at the practice of this cooperation. It concludes that the Chinese discourse is creating large public expectations in African countries and while China delivers on many projects, its impact on development is less certain. The overall development success of this strategy builds on longer-term success and is implicitly linked to the occurrence of more reforms in Africa. Chinese policy thus ‘bets on the future’ in their foreign relations with Africa; the success of this strategy is dependent on political circumstances among the partners that are largely beyond Chinese control. In a number of cases, it can thus be expected that currently up-beat political rhetoric is going to meet obstacles that will require adjustments in a discourse that, in its current form, might undermine Chinese credibility if not the core elements of South–South cooperation altogether. This paper assesses the “competitive pressure” that China’s growing presence in Africa exerts on the European development policy regime. Drawing on a large number of interviews conducted in China, Ethiopia and Europe between 2008 and 2011, the paper analyses Ethiopia as a case study. Ethiopia has emerged as one of the most important countries in Chinese as well as European cooperation with Africa. Yet, Chinese and European policies toward Ethiopia differ greatly. The EU mainly engages Ethiopia as an aid recipient, whereas China has developed a comprehensive political and economic partnership with the East African state. China has thereby become an alternative partner to the Ethiopian government, a development that both sheds light on the gap between European rhetoric and policy practice and puts pressure on the EU to make more efforts to reform its development policy system. Many countries, including Western liberal democracies, similarly give aid to local autocrats to secure natural resources. Why, then, has so much effort been made to come to this perhaps unsurprising conclusion? We argue that the literature on Chinese foreign policy remains heavily influenced by Western states' policy interests, resulting in an impoverished debate that is primarily concerned with the idea of a China threat. In order to recover the diversity in our research on Chinese foreign policy, we argue for the need to go beyond the confines of Western strategic interests. (J Contemp China/GIGA)

It identifies domestic politics as a constant, even critical, component in shaping and structuring China’s health aid to Africa. Until the late 1970s, foreign policy considerations determined the volume, direction and terms of China’s foreign aid, but since the 1980s domestic political economy has dominated China’s health aid policy process. China today utilises development assistance for health not only to expand its global influence and improve its international image, but also to serve the market and resource needs of its domestic economic development. An examination of existing policy-making and implementation regimes in health aid highlights the role of bureaucratic politics and other political-institutional variables in affecting the form, substance and effectiveness of foreign aid to Africa. The findings have important implications in China’s willingness and capacity to cooperate with the global donor community in Africa. (China/GIGA)

Examining their workforce localization patterns, the Chinese SOEs in Ghana appear to be diverse in their business practices and highly autonomous from the Chinese state. Our hypothesis on the substantial autonomy of Chinese SOE overseas subsidiaries, which is consequent to the lack of management control from the Chinese central authority since the Chinese economic reform, contrasts the dominant assumption in the China–Africa debate, in which Chinese SOEs are depicted as closely linked to the Chinese state and/or as the arms of the new Chinese policy in Africa. The workforce localization process of Chinese SOEs in Ghana is largely determined by factors like profit maximization objective, market competition and political pressure. The localization experience is similar to those of Western companies in Africa where complete workforce localization takes a long time to achieve. (J Contemp China/GIGA)

The adaption experiences of Chinese entrepreneurs in Africa, especially non-traders, remain largely unstudied. By looking at the interactions of newly arrived and established Chinese migrants with institutional actors, partners, local employees and other Chinese in Ghana, this paper shows the multiple dimensions of how Chinese entrepreneurs’ migration adaptation evolves, and how they create social capital to develop their businesses in Ghana. From the Chinese perspective, established entrepreneurs condemn the recent numerous “new” Chinese in Ghana as part of the root cause of problems, on account of their “poor quality and bad behaviour”; by comparison, the newly arrived Chinese attribute their challenges to deficiencies in the local people and institutions of the host country. The negative experiences of Chinese entrepreneurs in Ghana provide further evidence for, not only African, but also local Chinese agency from below, and suggest that the rising Chinese presence does not necessarily improve the social status of Chinese entrepreneurs or create a stronger, more unified Chinese community on the continent. Such claims have generally been based on little evidence, and where more detailed empirical studies have emerged, they tend to emphasise the tensions and conflicts that have arisen. Our research on Chinese migrants in Ghana and Nigeria suggests that while there are concerns about Chinese competition in the informal retail sector and the treatment of local labour in Chinese enterprises, narratives of apparent tension and conflict are often much more nuanced than is generally recognised. Furthermore, more convivial and cooperative relations have also emerged and these have facilitated important opportunities for Africans to benefit from the Chinese presence. However, while the presence of Chinese migrants in African socio-economic life can be more integrated and mutually beneficial than is often assumed, the ability of African actors to benefit from this presence is highly uneven, placing the politics of class at the centre of any understanding of Sino-African encounters. By way of contrast, many host governments and some leading international development agencies regard land-based investments as beneficial for development in terms of providing the necessary capital and technological know-how for modernising the region's neglected agriculture including take-off in agribusiness and agro-industrialisation, which is vital to much needed economic diversification in many African countries. East Asia's participation in the global land rush on Africa is examined from the standpoint of these two different perspectives: while China's growing presence and involvement in trade and investment in mining, energy and infrastructure in Africa is well known, less recognised is its involvement and those of other East Asian countries such as South Korea, Malaysia, Singapore and Vietnam in agriculture through large-scale land acquisitions. The development consequences and policy implications of these foreign land-based investments are analysed from a political economy perspective, which identifies motives, interests and benefits of the different actors and addresses the question of governance in terms of transparency and appropriate institutional arrangements to safeguard land rights and food security. In the bigger picture, the paper argues that the negative consequences of land grab has to be seen alongside the benefits flowing to Africa from growing economic relations with China and other dynamic East Asian economies and learning from the development experiences of those countries. African countries however need to re-assess the current approach and relationship with foreign land-based investors and decide how best this trend can be used to forward their economic and social agendas. In an attempt to improve its international reputation, the Chinese government has stepped up its initiatives in recent years to oversee the practices of Chinese companies abroad and reorient the country’s policies towards greater corporate responsibility. But while promising, these efforts have been largely impeded by weak policy implementation. As evinced from the African mining sector and the Mekong’s hydropower industry, the diversity of corporate actors and their relative autonomy in making investment decisions, combined with lax governance in host countries and a long-standing concern with national development, have worked to hinder the effective regulation of Chinese overseas investments. Yet, that China, as a new country of origin of ODI, and Chinese firms are now making commitments to CSR and sustainability remains significant, indicating an important development in the country’s “Going Global” strategy. The results demonstrate the need to fill a gap in the knowledge about Chinese economic activities in Africa, par-ticularly in relation to the cultural constructs present in manager-employee interactions. The findings paint a picture of a firm that intends to localize its business strategies and engage a local labour force, but similarly reveals the inherent cultural, behavioural and social norms of Chinese management, which may create organizational challenges and power differentials in the workplace. Engaged in cooperation with Taiwan since 1994, it is one of only three African countries not a part of the Forum on China–Africa Cooperation. This unusual situation has produced a unique manifestation of the Chinese presence in Burkina Faso, where the estimated 600 Chinese migrants are primarily private entrepreneurs. This phenomenon of “globalization from below” – or, this migration of entrepreneurs that transcends the absence of diplomatic relations – creates new intimate social relations between the Burkinabe and Chinese people who come into contact with each other. Far from simply turning Chinese and Burkinabe into economic competitors, these relations have also led to the emergence of many forms of interpersonal and business cooperation. In this paper, I therefore demonstrate how Sino-African cooperation from below has developed in Burkina Faso, which stands in radical contrast to the latter’s cooperation with Taiwan, which takes place almost exclusively on a broader state-to-state level. The empirical evidence of this study is drawn from field survey interviews and observations of both Chinese and Burkinabe entrepreneurs in Burkina Faso between 2010 and 2011. (JCCA/GIGA)

CCM has been used to provide a sharp contrast to the supposed ways of the Western firms that own most of Zambia's mines. Embedded in racial hierarchy and notions of strategic competition between the West and China, the discourse of the CCM shootings further shapes conceptions of global China and Chinese overseas. While examining all the oppressive conditions that have given rise to protest at the mine, we contextualize the shooting and subsequent conflicts. In analyzing CCM's marginal and troubled development, we discuss aspects of the 2010 shooting incident known to miners and union leaders, but ignored by politicians and media. We look at the shooting's political fallout, focus also on the epilogue that was the 2012 CCM riot—in which one Chinese person was murdered and several others seriously injured—and trace the sometimes violent discontent manifested at other foreign-owned mines in Zambia since their privatization in the late 1990s. The empirical data for this detailed study derive from hundreds of documentary sources and interviews with union leaders, workers, officials and others in Zambia from 2011 to 2013. By drawing several ethnographic portraits of the social practices and discursive strategies at play in Chinese–Angolan relations, I show how, in a context of mutual uncertainty and suspicion, appeals to “security” play a central role. Instead of viewing Chinese and Angolans as two separate groups with opposed interests and lack of communication between them, I explore how participation in a shared context generates common modes of explanation. Moreover, I propose a parallel analysis of state-level negotiations alongside everyday social encounters to consider how a political economic partnership between China and Angola is lived through the everyday negotiations of Chinese and Angolan residents in Luanda. Most analysis on China's offensive diplomacy in Africa focuses on Beijing's thirst for energy and raw materials, and for economic profits and benefits. That is why it is often called ‘energy diplomacy’ or ‘economic diplomacy’ as if China, just like Japan in the 1980s, became another ‘economic animal’. But if one looks at the history of the PRC's foreign policy, Beijing has seldom pursued its diplomacy from purely economic considerations. Is this time any different? This article exams China's diplomacy in Africa from a strategic and political perspective such as its geo-strategic calculations, political and security ties with African countries, peacekeeping and anti-piracy efforts in the region, support for African regionalism, etc. It argues that China's diplomatic expansion in Africa, while partially driven by its need for economic growth, cannot be fully understood without taking into consideration its strategic impulse accompanying its accelerating emergence as a global power. In the last years of the Gaddafi regime, however, a large-scale temporary migrant community quickly formed. Then, as unrest in Libya increased, the community was withdrawn abruptly in early 2011 in China’s first officially organized mass evacuation. This short-lived community does not display the characteristics associated with Chinese migration to Africa as a whole, suggesting the necessity of local ethnographic case studies across the continent to form a more accurate and complete picture. Migration was spurred by labour contracted by state-owned enterprises (SOEs) from all over China, and did not feature private traders except for those who provided services for the labourers. It is probable that any recurrence of Chinese migration into Libya will again be SOE-driven, although favourable attitudes and policies on the part of the post-Gaddafi administration could possibly engender a more autonomous minority. Do China's financial assets increase its ability to pursue its national interests internationally? With the globalisation and rising influence of Chinese state-owned enterprises, state-owned banks and sovereign wealth fund, as well as China's growing clout in several regional groupings, it is clear that China does possess the necessary mechanisms to assert its financial power. This article examines the efficacy and limitations of these mechanisms in Africa and Latin America, in the economic and political domains. In the economic domain, China has consistently used foreign oil contracts and acquisitions to secure direct oil flow from developing nations. An analysis of recent cases shows that while China is able to successfully harness its financial power in its pursuit of oil, it needs to fulfil its promises to the satisfaction of the recipient countries in order to maintain the value of its offers. In the political domain, China has used its financial assets to purchase diplomatic allegiance from various African and Latin American countries in support of its One-China policy. Studying both successful and unsuccessful cases reveals that while China is generally able to use its financial power in third-world countries against Taiwan successfully, its national goals have, in recent years, shifted to the economic realm, even with countries that still recognise the Taipei government. Small-scale Chinese entrepreneurs in Nigeria are faced with everyday corruption practised by both Nigerian authorities and ordinary Nigerian people, the dominance of self-interest over cohesion and mutual support among the Chinese compatriots, and variations in state policies due to dynamic and changing interstate relations. To overcome their position of weakness, small-scale Chinese entrepreneurs strategize their interactions with both Nigerian and Chinese nationals. Informality is a characteristic of such interactions. Economic informality is primarily embodied in the documentation service businesses that are indebted to those popular corrupt practices in Nigeria; while social informality takes place in cyberspace. Interaction via the Internet among Chinese involved in Chinese–Nigerian businesses helps small-scale Chinese entrepreneurs to cope with fluctuations in interstate links at the macro-level and to develop a sense of community. To understand this puzzle, this article unpacks China's engagement in Africa, by examining large central SOEs in the resources and infrastructure sectors. It concludes that the commitment of large SOEs in Africa relies on small public and private contractors. The paradox therefore is, that while the central government encourages and supports the large SOEs to ‘go global’, it has limited capacity to control and regulate the small contractors. However, not much attention has been paid in the field of education and little evidence can be seen in what actually happens on the ground. This article aims to explore China’s educational aid to Africa, from both textual and fieldwork sources. It will focus on three parts: first, the existing recognition of Chinese distinctions in foreign aid and China’s donor logic based on “win-win” strategies; second, an argument that China’s donor logic in educational aid might be informed by producing soft power through “public diplomacy”; third, a discussion of people’s perception collected in Tanzania, including voices from officials and returning African students. The article will take China’s main educational approach, the Government Scholarship Scheme as an example, and look at how this educational practice has been processed in a “diplomatic” way. It is concluded that China’s educational aid and its features in practice, based upon diplomatic policies and China’s distinctive donor logic of foreign aid, is serving bilateral relations rather than orthodox aid relations. If quality transformation and communication can be maintained in the Chinese universities, education would contribute to a lasting and cooperative relationship between China and Africa. It may add more complexities to “soft power” within broader conceptions under the contemporary global political economy. (China/GIGA)

Over a 12-day period in February and March 2011, China evacuated more than 35,000 Chinese nationals from civil war torn Libya, testing the overseas crisis management capacity of the Chinese government. Because of increasing domestic pressure to protect the growing population of Chinese citizens abroad, Beijing is developing its diplomatic and military capabilities to manage and mitigate crises overseas. The large-scale Libya evacuation served as a wake-up call for Beijing, that conducting business in high risk countries around the world comes at a price; as a consequence, Beijing will be compelled to reassess its global strategic posture and foreign policy principles.
