EURO-6-2015: Meeting new societal needs by usingemerging technologies in the public sector

Specific challenge: Public sector innovation and the moder nisation ofpublic administrations are considered as important underl ying factorsfor economic growth and also contribute to competitiveness . Furtherresearch, starting with identifying the specific challeng es of the publicsector, such as policy domain requeriments and the needs of t argetedcitizens or businesses is needed. The introduction of new te chnologiescould lead to the transformation of processes and better reg ulation.Projects should demonstrate the benefit both for society as well as forcivil servants. Research shall also explore the burdens - wh ether legal,human or others - that prevent public administrations fromimplementing the identified emerging technologies.Scope: a) Research and innovation actions, the focus can be o n:improving effectiveness and efficiency of public administ rations;transforming public administrations processes; processe s and ways inwhich new cultural and societal challenges are identified i n publicpolicies; etc. Budget: EUR 2-5 mln

EURO-6-2015: Meeting new societal needs by usingemerging technologies in the public sector

Scope: b) Coordination and support actions: The activ ities should aim at encouraging networking of relevant stakeholders and teams working in these areas and to support constituency building . The dynamic, multidisciplinary network will include researchers within the social and economic sciences working alongside computer scient ists, designers and innovators. Following an assessment of the need s, it will carry out a gap analysis and identify emerging technologies and potential applications for their implementation in the public sector, having in mind specificities relevant to different policy dom ains of public activity. The activities will conclude with the outlining of a roadmap for emerging research directions, in a multidisciplinary approac h, taking into consideration activities also undertaken outside th e European Union. Expected impact: This topic will explore the potenti al benefit of using emerging ICT technologies in support of public sect or innovation in line with the objectives of the eGovernment Action Plan 2 011-2015 and identify barriers for a wider use; Budget: EUR 0,5 m ln

Specific challenge: Exploring the perspectives of young pe ople onEurope and the ways in which they engage in shaping its future iscrucial for the long-term success of the European project; half of theyoung people tend to distrust the EU - constantly increasing in theaftermath of the crisis; EU Youth Strategy (2010-2018) aims toencourage young people to be active citizens; important to s how howpublic authorities establish a broad engagement with young people indemocratic processes and in all public sector processesScope: a) Analyse reasons for the declining trust and examin equalitatively how the values and interest in common objecti ves of theyoung people compare with general social dynamics; examine how bestto stimulate the societal and political engagement of young people;consider how to improve the representation of young people i n decisionmaking; explore socio-cultural and generational contexts of the differentforms of engagement; Budget: EUR 1,5-2,5 mln; Research andinnovation actions

INSO-1-2015: ICT-enabled open government

Personalised public services can arise from enabling and em powering citizens and businesses todirectly participate in the design, creation, selection an d delivery of some of the public services.Public services delivered or enabled by ICT need to be easy to use and shall increasingly focus onflexible and personalised interactions with public admini strations. M-government can make serviceseffective by adjusting them to the way citizens are communic ating and delivering them to a varietyof mobile devices in order to accommodate the on-going trans ition from stationary to mobile.a.i) Pilots on personalised and mobile public services - Intel ligent and innovative use of large

volumes of publicly available data for new, smart and mobile public services;and/or other options

ii) Pilots on transparency - Actions will aim to pilot tools t o increase the transparency impactof ICT based technology platforms of the public sector; and/ or other options

b.The activities should aim at encouraging networking of rele vant stakeholders and teamsworking in these areas and to support constituency building . Following an assessment of theneeds, the network will carry out a gap analysis and identify potential applications for theirsuccessful implementation in the public sector.

INSO-9-2015: Innovative mobile e-government applications by SMEs

The scope of this action is to provide support to innovative S MEs, including start-ups, for the designand creation of innovative applications, in order to foster the delivery of mobile public services. TheSME instrument consists of three separate phases and a coach ing and mentoring service forbeneficiaries. Participants can apply to phase 1 with a view to applying to phase 2 at a later date, ordirectly to phase 2.Phase 1, a feasibility study shall be developed verifying th e technological/practical as well aseconomic viability of an innovation idea/concept with cons iderable novelty to the industry sector inwhich it is presented (new products, processes, design, ser vices and technologies or new marketapplications of existing technologies): risk assessment, market study, user involvement, IntellectualProperty (IP) management, innovation strategy developmen t, partner search, feasibility of concept ,etc. Lump sum of EUR 50.000/6 monthsPhase 2, innovation projects that address the specific chal lenge of business transformation and thatdemonstrate high potential in terms of company competitive ness and growth underpinned by astrategic business plan. Activities: innovation activiti es such as demonstration, testing, prototyping,piloting, scaling-up, miniaturisation, design, market re plication and the like aiming to bring aninnovation idea (product, process, service, etc.) to indus trial readiness and maturity for marketintroduction, but may also include some research. EUR 0.5 an d 2.5 million/12 and 24 months.Phase 3, SMEs can benefit from indirect support measures and services as well as access to thefinancial facilities supported under Access to Risk Financ e of this work programme.Successful beneficiaries will be offered coaching and ment oring support during phase 1 and phase2 via the Enterprise Europe Network and delivered by a dedica ted coach.

Specific challenge: In a global perspective Europe can gain fromeffective knowledge-based decision-making, widening its knowledgebase beyond science, not the least with regard to science, te chnologyand innovation (STI) governance itself.
