Na podstawie art. 10 pkt 2 ustawy z dnia 25 sierp-nia 2006 r. o bezpieczeństwie żywności i żywienia (Dz. U. z 2010 r. Nr 136, poz. 914, Nr 182, poz. 1228 i Nr 230, poz. 1511) zarządza się, co następuje:
§ 1. Specyfikacje i kryteria czystości substancji dodatkowych określa załącznik do rozporządzenia.
§ 2. Rozporządzenie wchodzi w życie po upływie 14 dni od dnia ogłoszenia, z wyjątkiem pkt 17 w części I załącznika do rozporządzenia, który wchodzi w życie z dniem 31 marca 2011 r.3)

ROZPORZĄDZENIE MINISTRA ZDROWIA1)
z dnia 23 grudnia 2010 r.
w sprawie specyfikacji i kryteriów czystości substancji dodatkowych2)
1) Minister Zdrowia kieruje działem administracji rządowej — zdrowie, na podstawie § 1 ust. 2 rozporządzenia Prezesa Rady Ministrów z dnia 16 listopada 2007 r. w sprawie szczegółowego zakresu działania Ministra Zdrowia (Dz. U. Nr 216, poz. 1607).
2) Przepisy niniejszego rozporządzenia w zakresie swojej regulacji wdrażają postanowienia dyrektyw:1) dyrektywy Komisji 2008/60/WE z dnia 17 czerwca 2008 r. ustanawiającej szczególne kryteria czystości dotyczące sub-
stancji słodzących stosowanych w środkach spożywczych (Dz. Urz. UE L 158 z 18.06.2008, str. 17);2) dyrektywy Komisji 2008/84/WE z dnia 27 sierpnia 2008 r. ustanawiającej szczególne kryteria czystości dla dodatków do
środków spożywczych innych niż barwniki i substancje słodzące (Dz. Urz. UE L 253 z 20.09.2008, str. 1);3) dyrektywy Komisji 2008/128/WE z dnia 22 grudnia 2008 r. ustanawiającej szczególne kryteria czystości dotyczące barw-
ników stosowanych w środkach spożywczych (Dz. Urz. UE L 6 z 10.01.2009, str. 20);4) dyrektywy Komisji 2009/10/WE z dnia 13 lutego 2009 r. zmieniającej dyrektywę 2008/84/WE ustanawiającą szczególne
kryteria czystości dla dodatków do środków spożywczych innych niż barwniki i substancje słodzące (Dz. Urz. UE L 44 z 14.02.2009, str. 62);
5) dyrektywy Komisji 2010/37/UE z dnia 17 czerwca 2010 r. zmieniającej dyrektywę 2008/60/WE ustanawiającą szczególne kryteria czystości dotyczące substancji słodzących (Dz. Urz. UE L 152 z 18.06.2010, str. 12).
3) Niniejsze rozporządzenie było poprzedzone rozporządzeniem Ministra Zdrowia z dnia 12 października 2007 r. w sprawie specyfikacji i kryteriów czystości substancji dodatkowych (Dz. U. Nr 199, poz. 1441 oraz z 2010 r. Nr 23, poz. 120), które traci moc z dniem wejścia w życie niniejszego rozporządzenia, zgodnie z art. 10 ustawy z dnia 8 stycznia 2010 r. o zmianie ustawy o bezpieczeństwie żywności i żywienia oraz niektórych innych ustaw (Dz. U. Nr 21, poz. 105).
